The Supreme People's Procuratorate recently issued a guideline on the full-process case management of people's procuratorates. This marks the first comprehensive document formulated by the SPP to regulate case management nationwide, and also the first normative document introducing unified management covering the entire workflow of case acceptance, handling, conclusion, and archiving.
Consisting of 43 articles in seven chapters, the document specifies the respective duties of different stakeholders in case management, including procuratorial committees, chief prosecutors, heads of case-handling departments, prosecutors, case management departments, supervision and inspection departments, and archives management departments. This aims to promote a shift toward comprehensive and integrated case management.
The document dedicates chapters to the four key stages of case processing: acceptance, handling, conclusion, and archiving, detailing management priorities for each phase and establishing a closed-loop management model.
Meanwhile, it sets out general requirements for the quality and efficiency of handling criminal, civil, administrative, and public interest litigation cases, supporting the comprehensive, coordinated, and full development of the four major areas of procuratorial work.
The document also specifies detailed execution requirements for various management guidelines to enhance the practicality of the system. It emphasizes the use of information technology for intelligent management and integrates full-process case management into the evaluation system for procuratorial personnel to effectively align case management with personnel management.
In addition, it clarifies judicial accountability and supervision and management responsibilities to ensure the effective implementation of the judicial accountability system.
