The Ministry of Veterans Affairs, the Ministry of Public Security, and the Supreme People’s Procuratorate have jointly issued a notice on cracking down on illegal acts involving the forgery of preferential treatment cards for veterans.

The notice clarifies that preferential treatment cards for veterans and other preferential treatment recipients are official documents issued by State organs. It sets out the legal provisions applicable for investigating and handling relevant illegal acts, and urges relevant authorities nationwide to combat such acts in accordance with the law, so as to ensure the effective implementation of preferential treatment policies and safeguard the legitimate rights and interests of eligible individuals.

The notice emphasizes that preferential treatment cards are official documents issued by the Ministry of Veterans Affairs in accordance with the law.

According to the notice, acts of forging, altering or trading such cards will be handled in accordance with the relevant provisions of the Law on Penalties for Administration of Public Security. Where a crime is suspected, the case will be investigated in accordance with the Criminal Law.

The notice also states that acts involving the use of forged or altered preferential treatment cards to fraudulently obtain preferential treatment intended for eligible beneficiaries in areas such as transportation and cultural tourism will also be addressed according to the Law on Penalties for Administration of Public Security.

The notice also specifies that certificates issued by the Ministry of Veterans Affairs, such as the Disabled Veteran Card and the Disabled Police Card, likewise have the same legal nature as preferential treatment cards and are also official documents issued by State organs. Relevant authorities shall crack down on related illegal activities accordingly.

The notice calls for enhancing collaboration among local veterans affairs departments, public security organs and procuratorates to jointly promote publicity, prevention and handling. It urges veterans affairs departments to raise public awareness, guide the verification process, and promote data sharing of preferential treatment cards to effectively curb illegal acts.

Public security organs are required to intensify efforts to identify and investigate illegal acts, while procuratorates are responsible for providing guidance on the application of the law, reviewing cases, and prosecuting offenses.
