China holds 2nd Procuratorial Cultural Brands Competition

An award ceremony for the 2nd National Procuratorial Cultural Brands Competition was jointly held by the Information Office of the Supreme People's Procuratorate (SPP) and the Procuratorate Daily in Beijing on September 22, 2022.

The event was an integral part of efforts taken by procuratorial organs nationwide to welcome the convocation of the 20th National Congress of the Communist Party of China (CPC).

The ceremony was attended by Tong Jianming, deputy secretary of the Leading Party Members’ Group and first deputy prosecutor general of the SPP; Xie Guoming, a deputy to the National People's Congress (NPC), member of the NPC Committee on Social Construction, and former deputy editor-in-chief of the People's Daily; Shi Zhanjun, a member of the Leading Party Members' Group and member of the Secretariat of the China Writers Association (CWA) and editor-in-chief of the People's Literature; Lyu Chenglong, a member of the Chinese People's Political Consultative Conference (CPPCC) National Committee and the CPPCC National Committee's committee on culture, historical data and studies, and a researcher with the Palace Museum; and a group of experts from the cultural sector.

Appreciating cultural charm of procuratorial organs

As of May 10, 2022, organizers received 72 themed cultural brands recommended by provincial-level procuratorial organs across the country. The entries underscored the inheritance and development of revolutionary traditions, the integration between Party-building and main businesses, the cultivation of excellent case-handling teams, and the summary of advanced working mechanisms as well as typical study cases.

At total of 20 entries made headway into the final of the selection and exhibition event.

Xie said that the competition had helped him grasp a deeper understanding of the creative ideas and innovative measures of procuratorial organs in their work.

Lyu Yanli, deputy director-general of the Publicity and Education Bureau of the Commission for Political and Legal Affairs of the CPC Central Committee, said that the 20 award-winning cultural brands had fully underscored the commitment made by procuratorial authorities to building a sound business environment, carrying forward revolutionary traditions, safeguarding ecological civilization and upholding justice as well as fairness.

Xu Haijian, director of the Legal Culture Department of the Bureau of Law Popularization and Rule of Law under the Ministry of Justice, said that the theme contest is a concrete action for procuratorial organs nationwide to welcome the opening of the 20th CPC National Congress and that the event has provided the public with a new window to the work and strength of procuratorial organs.

Fostering advanced procuratorial culture with traditional Chinese culture and revolutionary traditions

Procuratorial organs nationwide have drawn great inspiration and strength from fine traditional Chinese culture, distinctive regional culture and revolutionary traditions in the promotion of their overall work.

Staff of the Panshi Municipal People's Procuratorate have taken revolutionary martyrs, represented by General Yang Jingyu - a historic commander-in-chief, as an example, integrated the inheritance and development of the revolutionary spirit with their organizational building, and founded a publicity and education team in the midst of nurturing a high-quality cultural brand.

Procuratorial staff in Ruijin of East China's Jiangxi province have carried forward local revolutionary traditions and done their utmost to handle public disputes and complaints and promote law popularization work.

The people's procuratorate in Kunyu of Northwest China's Xinjiang Uygur autonomous region has held a series of themed activities, including visits to martyr cemeteries and memorial halls, to further consolidate the building of its cultural brand.

Discovering strength and beauty in innovation-driven development

Innovation is the driving force behind the procuratorial organs' further development and is of vital importance for their cultural building.

The people's procuratorate in Yuhang of Hangzhou, provincial capital of East China's Zhejiang province, has taken the lead in the building of a special department for online criminal activities to guard the healthy development of the Internet industry and crack down on new-type online crimes.

The people's procuratorate in Huadu of Guangzhou, provincial capital of South China's Guangdong province, has drawn inspiration from ancient Chinese literature in the cultivation of its cultural brand and talent.

Chongzhou Municipal People's Procuratorate in Southwest China's Sichuan province has further expanded its presence in rural and urban areas, as well as enterprises, and improved its judicial services to better address pressing difficulties of high concern for the people.

Delivering more outcomes to the people in the midst of promoting social governance and the rule of law

Procuratorial organs nationwide have firmly adhered to the people-centered development philosophy, taken an integrated approach to holding those accountable for their crimes and advancing social governance, and delivered more outcomes for the improvement of the wellbeing of the people.

The People's Procuratorate of Pingtan Comprehensive Pilot Zone in East China's Fujian province has built a special public-interest litigation and prosecution mechanism to facilitate the building of an international tourism island in Pingtan and a national demonstration area for ecological civilization in Fujian, and has advanced the high-quality development of the province's maritime economy in addition to the crackdown on crime.

The people's procuratorate in Laoshan of Qingdao city in East China's Shandong province has further strengthened its collaboration with local lawmakers and political advisers on the hearing of public-interest cases.

The Hongshan District People's Procuratorate in Central China's Hubei province has adhered to the principle of educating juveniles first with punishment as a support approach, improved its juvenile justice system and classified juvenile delinquencies on different levels in a move to better protect the underaged and prevent juvenile crimes.

During the meeting, Tong emphasized the importance of strengthening the rule of law culture, particularly in the procuratorial system, in the new era. He called for enriching and promoting procuratorial work through the cultivation of excellent procuratorial culture. The focus is on establishing and utilizing the cultural resources of the procuratorial system, fostering cultural development within the system, and advancing high-quality procuratorial work.
