China's procuratorial organs are legal supervision agencies and an important force in protecting national and public interests. "Prosecutors, as representatives of public interests, shoulder major responsibilities." Exploring the establishment of the system of public interest litigation by procuratorial organs is a significant reform measure taken at the Fourth Plenary Session of the 18th Central Committee of the Communist Party of China (CPC), which is also an important institutional arrangement to promote the modernization of the national governance system and governance capacity with rule of law thinking and in a law-based manner. 

Since the 18th CPC National Congress, under the leadership of the CPC Central Committee with Comrade Xi Jinping at its core, the procuratorial public interest litigation system has gradually developed a "Chinese approach" for public interest judicial protection, evolving from top-level design to practical implementation, from local pilot projects to comprehensive promotion nationwide, and from initial exploration to the era of further development and improvement. 

The report to the 20th CPC National Congress calls for "strengthening the legal supervision work of procuratorial organs" and "improving the public interest litigation system". As a practice and original achievement of Xi Jinping Thought on the Rule of Law in the field of public interest protection, the procuratorial public interest litigation system has played an increasingly important role in meeting the growing needs of the people for a better life in the new era, as well as in promoting the modernization of the national governance system and governance capacity.
