On Oct 13, the Procuratorial Committee of the Supreme People's Procuratorate (SPP) held an expanded meeting to analyze and assess the quality and efficiency of case-handling by procuratorial organs nationwide and by the SPP itself in the first three quarters of the year.
Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the SPP, presided over the meeting and delivered a speech.
The case-handling quality analysis report showed further improvement in the duty performance of procuratorial organs nationwide in the first three quarters of this year. All procuratorial work maintained the sound momentum since the beginning of the year and achieved new progress and results.
According to the report, the quality of review for arrest and prosecution remained generally high, while the number of persons subject to statutory non-prosecution or non-prosecution due to insufficient evidence after arrest, as well as the number of persons acquitted by the court after arrest, showed year-on-year declines.
The number of civil and administrative protest application filed increased year on year, and the rate of revised rulings following court decisions prompted by protests and procuratorial recommendations for retrial continued to rise. Public interest litigation procuratorial work was conducted in a more targeted and standardized manner, with steady improvements in case-handling quality and efficiency.
Furthermore, the report showed solid progress in advancing special campaigns, including the fight against organized crime, special supervision over illegal cross-jurisdictional law enforcement and profit-driven law enforcement and judicial activities, and special supervision over the termination of civil enforcement procedures, with a number of high-profile and exemplary cases handled.
The report noted that, in taking the lead in establishing and practicing a correct view of governance performance, the SPP earnestly pushed forward its own case-handling work based on its functions, strengthened guidance for lower-level procuratorates and the provision of institutional mechanisms, and gave full play to its exemplary role in high-quality and efficient case handling.
The report also analyzed and highlighted key issues requiring attention and further study.
At the meeting, SPP leadership and members of the Procuratorial Committee engaged in thorough discussions on the case-handling quality analysis report and put forward suggestions for improving work according to their respective portfolios and functional areas.
Ying emphasized that efforts should be anchored in the annual work objectives to ensure all procuratorial tasks are accomplished on schedule and deliver tangible results.
He stressed the need to improve case handling and professional capabilities, effectively fulfill the statutory duty of the State's legal supervision organs, and better safeguard and promote social fairness and justice.
He urged greater efforts to strengthen management for improved quality and efficiency, consistently implement the "One Cancellation and Three No Mores" policy — which abolishes unnecessary, inappropriate, and unreasonable evaluations and discontinues the use of performance indicators, rankings and quantitative assessment systems across procuratorial organs — improve mechanisms for realizing and evaluating judicial fairness in procuratorial proceedings, and guarantee high‑quality and efficient case handling through high‑level management.
Ying further called for strengthening strategic planning to boost development and making overall plans for next year's procuratorial work in close alignment with the implementation of the decisions and arrangements of the Communist Party of China Central Committee, so as to better support and serve Chinese modernization through the high-quality development of procuratorial work.
