A seminar themed "Building a Full-process Management System for High-quality and Efficient Case Handling by Prosecutorial Organs" was recently held in Xi'an, the capital of Northwest China's Shaanxi province. Co-hosted by the Research Base for Prosecutorial Case Management of the Supreme People's Procuratorate (SPP) and the People's Procuratorate of Shaanxi Province, and organized by the People's Procuratorate of Xi'an City, the event drew representatives from prosecutorial organs across the country, deputies to the National People's Congress, and specially invited experts and scholars.

The guideline on full-process case management for procuratorates, previously issued by the SPP, has provided important guidance for more scientific and standardized case management. Centered on full-process case management, the seminar adopted a problem-oriented approach and encouraged in-depth research and discussions. It sought to integrate the guiding role of theoretical research with the practical strengths of frontline case-handling work.

Grounded in judicial, managerial, and practical rules, the discussions covered five topics, including case acceptance, assignment, and procedural management. Participants engaged in thorough exchanges on the full scope of case management functions and end-to-end case management.
