On Sept 17, Ying Yong, Prosecutor General of the Supreme People's Procuratorate, leads a delegation to the Supervisory and Judicial Affairs Committee of the National People's Congress, where he holds discussions with Yang Xiaochao and Qiu Xueqiang, Chairperson and Vice-Chairperson of the committee.

Ying Yong, Prosecutor General of the Supreme People's Procuratorate (SPP), led a delegation to the Supervisory and Judicial Affairs Committee of the National People's Congress (NPC) on Sept 17. He held discussions with Yang Xiaochao and Qiu Xueqiang, Chairperson and Vice-Chairperson of the committee, to report on the SPP's work and solicit supervisory opinions.

Tong Jianming, First Deputy Prosecutor General of the SPP, gave an overview of this year's procuratorial work, the 16th National Procuratorial Work Conference, the 15th Five-Year Plan (2026-30) for the development of people's procuratorial work, the implementation of the review opinions of the NPC Standing Committee on the SPP's report regarding supervision over criminal penalty execution, and efforts to strengthen intellectual property (IP) procuratorial work.

Ying pointed out that since the beginning of this year, procuratorial organs have earnestly implemented the resolution on the SPP work report adopted at the fourth session of the 14th NPC, and that the NPC Supervisory and Judicial Affairs Committee has offered robust oversight, guidance, and support for SPP's work.

Ying emphasized that during the 15th Five-Year Plan period, procuratorial organs will shoulder greater responsibilities in serving the country's reform, development, and stability.

The SPP should more consciously accept oversight from the NPC and its Standing Committee, align closely with the broader agenda of the Party and the country, strengthen procuratorial supervision to fulfill its responsibilities as the State's legal supervision organ, and better support and serve Chinese modernization through high-quality and efficient procuratorial performance, he added.

Noting that the NPC Standing Committee will hear and deliberate the SPP's work report on IP procuratorial work, Ying highlighted that the report will offer a valuable opportunity for procuratorates to further enhance and improve IP procuratorial work and better serve the country's high-level self-reliance and strength in science and technology.

Yang noted that since 2023, the NPC Supervisory and Judicial Affairs Committee and the SPP have established a regular, high-frequency communication and collaboration mechanism, yielding positive outcomes.

Moving forward, the NPC Supervisory and Judicial Affairs Committee will continue to strengthen communication and collaboration with the SPP, support the SPP in improving the quality and efficiency of legal supervision, and steadily advance legislation related to procuratorial public interest litigation, he said.

Yang added that the committee will assist the NPC Standing Committee in hearing and deliberating the SPP's report on IP procuratorial work, fully perform its duties as an NPC special committee responsible for liaison with State organs including the SPP, and jointly promote high-quality development of procuratorial work.

Li Ning, Zhao Baolin and Xian Tieke, members of the NPC Supervisory and Judicial Affairs Committee, participated in the discussion and put forward opinions and suggestions on relevant work.

Leading officials from relevant departments of the NPC Supervisory and Judicial Affairs Committee and the SPP also attended the meeting.
