Ying Yong, Chief Grand Prosecutor and Prosecutor General of the Supreme People's Procuratorate (SPP) of China, met with a delegation led by Abbas Shareef, Prosecutor General of the Maldives, in Beijing on Sept 14.
Ying welcomed Shareef and his delegation. He said that China and the Maldives have a long history of friendly exchanges. Since the establishment of diplomatic relations, the two countries have always respected each other, treated each other as equals, and stood together through thick and thin.
Ying noted that in January 2024, Chinese President Xi Jinping held talks with Maldivian President Mohamed Muizzu, who was on a state visit to China. The two leaders agreed to elevate China-Maldives relations to a comprehensive strategic cooperative partnership and build a China-Maldives community with a shared future. Under the strategic guidance of the two heads of state, China-Maldives relations have maintained high-level development, yielding positive outcomes in Belt and Road cooperation and pragmatic cooperation across various fields, he added.
Against the backdrop of sound and steady China-Maldives relations, exchanges and cooperation between the two countries in law enforcement and judicial fields have continued to deepen, with practical outcomes in friendly exchanges and procuratorial cooperation, Ying said.
He briefed the delegation on China's rule of law development and procuratorial work. He said that advancing law-based governance in all respects is a fundamental strategy of the Communist Party of China in governing the country and a principle enshrined in China's Constitution.
He pointed out that the outline of the 15th Five-Year Plan (2026-30), which was issued and implemented this year, has set out important new arrangements for comprehensively advancing law-based governance, explicitly calling for strengthened procuratorial supervision and public interest litigation. Chinese procuratorial organs are fully performing their duties as the legal supervision organs of the country, continuously advancing the procuratorial practice of Xi Jinping Thought on the Rule of Law, and serving Chinese modernization through high-quality procuratorial work, he added.
Ying said Chinese procuratorial organs stand ready to work with their Maldivian counterparts, under the strategic guidance of the two heads of state, to strengthen cooperation in combating transnational crimes, exchanging procuratorial expertise and training prosecutors, so as to provide stronger judicial safeguards for high-quality Belt and Road cooperation and bring greater benefits to the two countries and their peoples.
For his part, Shareef noted that the relationship between the Maldives and China is close, with the two countries maintaining mutual respect and support. He expressed his willingness to continuously deepen the traditional friendship with China's SPP and to fully draw on China's experience in advancing the rule of law and procuratorial work.
He also said the Maldives is willing to strengthen pragmatic cooperation and experience sharing with China in areas such as combating transnational crime, information technology development, and procuratorial personnel training, so as to provide legal support for the modernization of both countries.

Following the meeting, Ying and Shareef jointly signed a cooperation agreement between China's SPP and the Prosecutor General’s Office of the Maldives.
Tong Jianming, First Deputy Prosecutor General of China's SPP, and the SPP's Deputy Prosecutor General Shi Weizhong, as well as Maldivian Deputy Prosecutors General Mahmood Saleem and Aishath Mohamed attended the meeting.
