Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the SPP, attended and addressed the conference.
Li Wei, a member of the Standing Committee of the Communist Party of China (CPC) Shandong Provincial Committee and Secretary of the Provincial Commission for Discipline Inspection, also delivered an address. Miao Shengming, Deputy Prosecutor General of the SPP, presided over the conference and delivered a concluding speech. Gu Xuefei, Chief Prosecutor of the Shandong Provincial People's Procuratorate, also attended the meeting.
Ying pointed out that criminal execution prosecution constitutes a basic function of procuratorial organs. He urged procuratorial organs to uphold the Party's absolute leadership, adopt a holistic approach to national security, ensure law-based supervision, promote fairness in justice, and respect and safeguard human rights.
Procuratorates should comprehensively strengthen the fundamental and standardized development of criminal execution prosecution, promote high-quality development in this field, and contribute to building a higher-level peaceful and law-based China, he added.
Ying emphasized the need to correctly handle the relationship between supervision and regulation to ensure law-based and standardized supervision. He called for efforts to improve the integrated performance mechanism that links criminal execution supervision with other criminal procuratorial work, including arrest review, prosecution review, and criminal proceedings supervision.
Whole-process and effective supervision should be strengthened over execution entities, including prisons, detention houses, public security organs, and community correction institutions, so as to improve supervision efficiency and promote judicial justice, Ying said.
Ying underscored the importance of the integration of procedural and result-based supervision, and of making good use of statutory supervision means to enhance the tenacity of supervision.
He stated that criminal execution supervision is an important guarantee for implementing the criminal policy of tempering justice with mercy at the execution stage, emphasizing the principle of proportionality between crime and punishment.
Ying stressed strengthening the basic functions of criminal execution prosecution to safeguard law enforcement and judicial justice. More efforts are needed to strengthen the supervision over the execution of criminal sentences, with focus on resolving difficulties in custody and prison transfer, he noted.
He called for strengthening supervision over changes to sentence execution, with supervision over commutation of sentence, parole, and temporary service of a sentence outside prison as a priority. Supervision over penalty execution outside prison should be enhanced in strict accordance with the Community Correction Law, he said, with improved mechanisms to identify, correct, and hold accountable for cases in which community correction subjects are left unsupervised or otherwise fall through the cracks.
Furthermore, supervision over the execution of the property-related portions of criminal judgments should be intensified, so as to safeguard national interests and the legitimate rights and interests of parties concerned, Ying added.
He called for strengthening supervision over regulatory and law enforcement activities, punishing intentional crimes committed by inmates during their sentences in accordance with the law, protecting their legitimate rights and interests, and working with relevant parties to improve inmate education and rehabilitation.
Additional measures proposed by Ying included strengthening the supervision over the execution of criminal coercive measures, enhancing procuratorial oversight over detention terms, preventing and rectifying prolonged detention without trial, and investigating duty-related crimes committed by judicial personnel in the field of criminal execution in a law-based and prudent manner.
Ying stressed consolidating the foundation of resident procuratorial oversight, deepening circuit procuratorial supervision, boosting the integration of resident and circuit supervision, and enhancing the application of technologies to improve both the quality and efficiency of criminal execution prosecution.
He also urged fostering firm political loyalty, establishing and practicing a correct view of governance performance, continuously enhancing professional competence, improving procuratorial management, and advancing stricter discipline within the procuratorial system.
Li extended congratulations on the convening of the conference. He stated that Shandong will take this event as an opportunity to accelerate efforts in advancing the province's procuratorial work in the new era, thereby fostering the integration of criminal execution prosecution into the overall framework of legal oversight. Shandong will focus on punishing crimes, maintaining stability, protecting human rights, and ensuring fairness and justice in penalty execution, he added.
In his closing remarks, Miao stressed the importance of earnestly implementing the conference's guiding principles and comprehensively fulfilling the procuratorial functions of criminal execution prosecution in accordance with the law.
He emphasized improving the supervision mechanism featuring "resident prosecution + circuit oversight + technological empowerment" and establishing a full-process and all-round procuratorial supervision system.
He also highlighted the role of scientific management in improving standardized performance, seeking to enhance the overall quality and efficiency of criminal execution prosecution. Additionally, Miao called for reinforced training and theoretical research aimed at continuously bolstering the capacity and expertise in criminal execution prosecution oversight.

Also present were heads of relevant departments of the SPP, deputy chief prosecutors and department heads in charge of criminal execution prosecution from all provincial-level procuratorates, the Military Procuratorate of the Chinese People's Liberation Army, as well as the Procuratorate of the Xinjiang Production and Construction Corps.
