Ying Yong, Prosecutor General of the Supreme People's Procuratorate (SPP), visited the Beijing No 4 High School Beihai Campus on Sept 9, ahead of the nation's 42nd Teachers' Day.
Ying, also the school's vice-principal for legal education, delivered a lecture on rule of law to the students, encouraging them to deepen their knowledge of the law and grow and develop within the framework of the rule of law.

A symposium on collaborative resolution of on-campus conflicts was held after the lecture, where participants offered suggestions.
Ying emphasized that building safe and law-based campuses is an important part of the initiatives to build a peaceful China and a law-based China.
He highlighted the role of procuratorial organs in fully implementing the holistic approach to national security, and underlined the need to collaborate with various sectors to strengthen moral and legal education for minors, thereby deepening the construction of safe and law-based campuses to better protect the healthy growth of minors.
Ying emphasized coordinating punishment and protection, always making it an important task to protect the legitimate rights and interests of minors. It is essential to apply the principle of "education, rehabilitation and remedy" for juvenile offenders in accordance with the law, he said.
He called for a greater recognition that prevention itself is protection, while punishment can also be a form of remedy, and for making solid efforts to ensure punishment is based on the law while providing targeted assistance and education.
It is necessary to coordinate the approaches to prevention and resolution, properly resolve conflicts on campus in accordance with the law, and place emphasis on preemptively identifying and resolving potential campus conflicts, he said.
Ying called for integrating legal education with moral guidance, saying that equal importance should be given to the regulatory role of law and the educational role of moral guidance.
He also emphasized the integration of campus and social governance by enhancing schools' primary responsibility and fostering cooperation with relevant authorities to establish and improve the law-based governance mechanism for identifying, warning of, and resolving conflicts.
