Tong Jianming, First Deputy Prosecutor General of the Supreme People's Procuratorate (SPP) of China, met with a delegation led by Alexei Mikheyev, Chief of the Russian Presidential Executive Office's Directorate for Correspondence from Citizens and Organizations, in Beijing on Sept 7.
On behalf of China's SPP and its Prosecutor General Ying Yong, Tong extended a warm welcome to Mikheyev and his delegation. He noted that China and Russia are each other's largest neighbors, and that frequent interactions between the two heads of state over the years have deepened the China-Russia comprehensive strategic partnership of coordination for a new era and yielded tangible outcomes, further consolidating good-neighborliness between the two countries.
The joint statement signed by the two heads of state in May this year charts the blueprint for China-Russia relations and bilateral cooperation across various fields in the period ahead, and provides fundamental guidance for deepening pragmatic bilateral cooperation in areas such as judicial affairs and social governance, Tong said. He expressed confidence that Mikheyev visit would further enhance mutual trust, consolidate consensus, and deepen the traditional friendship and pragmatic cooperation between the two countries.
Tong briefed the delegation on the practical efforts undertaken by Chinese procuratorial organs in handling public petitions. He pointed out that Chinese procuratorial organs uphold the comprehensive leadership of the Communist Party of China over the handling of public petitions, adopt a people-centered approach, and fulfill their statutory duties of legal supervision in accordance with the law.
He added that Chinese procuratorial organs have prioritized the rule of law in handling public petitions and resolved issues vital to people's interests by applying rule-of-law thinking and methods.
Tong said that, in practical work, Chinese procuratorial organs have upheld the principle of "every petition receives a response" as a pivotal point for advancing petition-handling work. They have continuously strengthened the mindset of "handling cases with empathy as if they were their own", tackled procedural inefficiencies, and integrated legal interpretation and reasoning into the entire process of procuratorial petition handling, according to Tong.
He added that by implementing measures such as improved systems for reception of petitioners, on-site visits and case-specific resolution by leading officials, standardizing procuratorial hearings, and enhanced judicial assistance, Chinese procuratorial organs have continuously delivered tangible public-oriented procuratorial services, safeguarded the legitimate rights and interests of the people, and provided strong judicial safeguards for building a peaceful and law-based China.
Tong stressed that this year marks the 30th anniversary of the establishment of the China-Russia strategic partnership of coordination and the 25th anniversary of the signing of the China-Russia Treaty of Good-Neighborliness and Friendly Cooperation, bringing new opportunities and impetus to bilateral ties.
He said Chinese procuratorial organs are ready to work closely with their Russian counterparts, guided by the consensus of the two heads of state, to strengthen "back-to-back" strategic coordination and all-round mutually beneficial cooperation, deepen bilateral cooperation in law enforcement and judicial services, and contribute to the high-quality development of the China-Russia comprehensive strategic partnership of coordination for a new era.
Mikheyev thanked Tong for the cordial meeting. He expressed willingness to enhance exchanges and cooperation with Chinese procuratorial organs, stressing the importance of mutual learning and of translating the shared vision of the two heads of state on deepening comprehensive strategic coordination into tangible benefits for the people of both countries.
Russian Deputy Prosecutor General Viktor Dmitrievich Melnik was also in the delegation.
Li Zijun, Deputy Director of the National Public Complaints and Proposals Administration, attended the meeting.
