From Aug 27 to 28, Shi Weizhong, Deputy Prosecutor General of the Supreme People's Procuratorate, led a delegation to Chongqing municipality to conduct a survey on juvenile procuratorial work.
Shi fully affirmed Chongqing's achievements in juvenile procuratorial work, stressing the need to implement the guiding principles of the symposium on the prevention and governance of juvenile delinquency and the 40th anniversary of juvenile procuratorial work. He emphasized adhering to a problem-oriented approach, focusing on key and difficult issues including coordinated and sustained assistance and education for juvenile delinquents, legal supervision over specialized education and special correctional education, online protection of minors, and protection and assistance for minor victims.
He also called for deepening innovation in mechanisms and enhancing the application of digital and intelligent technologies to explore more replicable and promotable practices.
During the survey, Shi provided guidance on improving the quality and efficiency of public prosecution in court for juvenile-related cases. He stressed the need to enhance the prosecutors' in-court performance capacity, closely align procuratorial practice with the characteristics of court trials involving minors, and refine and optimize court appearance plans and legal documents on a case-by-case basis.
He added that extensive pre-trial work should be fully demonstrated in courtroom prosecution, in order to maximize education and assistance in court and sustain such efforts through follow-up education and assistance after trial. This approach can combine punishment with education, integrate professional case handling with social participation, and unify standardized procedures with individualized treatment, ensuring the implementation of the principle of "education, persuasion and redemption" throughout the entire process of procuratorial case handling and fulfillment of duties, he added.
