A national conference on the law-based procuratorial handling of public petitions and advancing the special campaign for the intensive resolution of petition‑related issues was held on Aug 19 in Dalian, Northeast China's Liaoning province.
Ge Xiaoyan, Deputy Prosecutor General of the Supreme People's Procuratorate (SPP), attended the meeting and delivered a speech. She stressed the need for unwavering efforts to resolve petitions involving law enforcement and litigation within the rule-of-law framework, in order to effectively protect the legitimate rights and interests of the public and safeguard social stability.
Ge emphasized that procuratorial organs at all levels should adhere to a people-centered approach, uphold and promote the "Fengqiao Experience" in the new era — a proven model of grassroots dispute resolution in China — fully implement the requirements for law-based procuratorial petition work, steadily advance the special campaign for the intensive resolution of petition-related issues, and resolutely carry out the decisions and plans of the Communist Party of China Central Committee and the work plans of the SPP Party Leadership Group.
Ge emphasized the importance of deepening source-oriented governance, and improving the quality of responses to public petitions, ensuring that public complaints are not just responded to but truly resolved.
She urged procuratorates to actively participate in the development of standardized comprehensive governance centers, strengthen retrospective reviews of case handling, expand channels for identifying leads for legal supervision, and build a portfolio of procuratorial initiatives that embody the "Fengqiao Experience" model in the new era.
Aiming for case conclusions that fully resolve disputes and restore social harmony, she called for the high-quality and efficient handling of litigation-related petitions, and further promoting mechanisms through which leading officials receive petitioners, conduct grassroots visits, take responsibility for case handling, so as to resolve problems at the initial stages.
Ge also emphasized that solid progress should be made in the special campaign for the intensive resolution of petition-related issues through more effective supervision and inspection, full enforcement of work responsibilities, and a dual approach addressing both symptoms and root causes, ensuring the successful completion of the campaign's objectives and tasks.
