A joint training session on handling public interest litigation cases concluded at the Shahe Campus of the National Prosecutors College in Beijing on July 27.
Qu Qingshan, President of the Institute of Party History and Literature of the Communist Party of China Central Committee, Lyu Zhongmei, Vice-President of the China Law Society, and Zhang Xueqiao, Deputy Prosecutor General of the Supreme People's Procuratorate (SPP), were invited to deliver lectures.
The training session focused on promoting synergy in public interest litigation and enhancing quality and efficiency in handling such cases, aiming to unify judicial concepts and case-handling standards between courts and procuratorates in public interest litigation.
The training curriculum was designed to align closely with practical needs and hot legislative topics. Lyu delivered a systematic lecture on the innovations and application of the Ecological and Environmental Code, while senior prosecutors from the SPP's Public Interest Litigation Procuratorial Department provided specialized guidance on practical issues related to procuratorial public interest litigation within the framework of the Ecological and Environmental Code.
The session covered key topics such as case-handling concepts and philosophies, policies and regulations, evidence review and assessment, application of laws and procedures spanning case filing, hearing, and enforcement in both pre-trial and trial stages. It also guided participants to build consensus on case-handling standards, procedural coordination and outcome evaluation, so as to jointly enhance the quality and efficiency of handling public interest litigation cases across both courts and procuratorates.
The 10-day training session gathered more than 170 core personnel responsible for public interest litigation, including prosecutors and judges from procuratorates and courts at the provincial, municipal and county levels.
