Ying extended a warm welcome to Livong and her delegation, noting that China and Laos are friendly neighbors connected by mountains and rivers, and a community with a shared future of strategic significance.
Ying stated that this year marks the 65th anniversary of the establishment of China-Laos diplomatic relations and the China-Laos Friendship Year. In June this year, President Xi Jinping, also General Secretary of the Communist Party of China (CPC) Central Committee, held talks with General Secretary of the Lao People's Revolutionary Party Central Committee and Lao President Thongloun Sisoulith, who paid a state visit to China, charting the course for the development of the relations between the two parties and the two countries.
He highlighted that against the backdrop of continuously deepening China-Laos relations, procuratorial organs of both countries have maintained their traditional friendship, with frequent high-level mutual visits, deepening cooperation, and fruitful outcomes.
Ying briefed the delegation on China's rule of law development and procuratorial work, emphasizing that advancing law-based governance in all respects is a fundamental strategy of the CPC in governing the country and a principle enshrined in China's Constitution.
He pointed out that China's procuratorial organs serve as the country's legal supervision organs and judicial organs responsible for ensuring the unified and correct implementation of national laws.
Under the leadership of the CPC, Ying said, China's procuratorial organs are fully performing their duties as the country's legal supervision organs, continuously advancing the procuratorial practice of Xi Jinping Thought on the Rule of Law, and supporting Chinese modernization through high-quality procuratorial work.
Noting that both China and Laos are socialist countries, Ying said the procuratorial organs of the two countries have many similarities in their functions and powers, and both shoulder the important responsibility of serving national modernization through the rule of law.
Ying stated that China's procuratorial organs are ready to work with their Lao counterparts to implement the important consensus reached by the leaders of both parties and countries as well as the two countries' joint statement on building an all-weather China-Laos community with a shared future in the new era.
He said the two sides should strengthen criminal judicial assistance in combating transnational crimes — especially online gambling, telecom fraud and drug-related crimes — and deepen pragmatic cooperation in exchanges and training of procuratorial personnel, so as to provide the rule-of-law guarantee for the development of China-Laos bilateral relations and deliver greater benefits to both countries and their peoples.
For her part, Livong thanked Ying for the warm reception. She noted that taking the SPP of China as the first stop of her visit is an important manifestation of implementing the important consensus of the leaders of the two parties and two countries and deepening the traditional friendship between the procuratorial organs of Laos and China.
She said that Laos stands ready to learn from China's experience in rule of law development and procuratorial reform, and strengthen bilateral pragmatic cooperation in areas such as crackdowns on transnational crimes and judicial assistance in criminal matters, so as to jointly advance the building of the Laos-China community with a shared future.

The meeting was attended by Tong Jianming, First Deputy Prosecutor General of the SPP of China, Ge Xiaoyan, Deputy Prosecutor General of the SPP of China, and Bounthan Bounthavilay, Deputy Prosecutor General of the Supreme People's Procuracy of Laos.
