The Supreme People's Procuratorate (SPP) recently issued the 15th Five-Year Plan for the Development of People's Procuratorial Work. The plan comprehensively summarizes the experiences and laws governing procuratorial work over the past five years, serving as the overall blueprint for the development of procuratorial work during the 15th Five-Year Plan period (2026-30).
The plan outlines the main goals for procuratorial work during this period. By 2030, the institutional framework for the allocation of functions, organizational setup, case handling, management, team building, and operational support of procuratorial organs will be significantly improved.
Mechanisms for ensuring and evaluating judicial fairness in procuratorial procedures will become more sound, with the quality and efficiency of legal supervision seeing marked progress. Meanwhile, the strategy of strengthening procuratorial work through science and technology will be advanced, and the grassroots foundations will also be consolidated. Procuratorial organs will better fulfill their role in serving reform, development, and stability, according to the plan.
Furthermore, procuratorial organs will play an even more prominent role in building a safe China and law-based China at a higher level, and the socialist procuratorial system with Chinese characteristics will become more mature and well-defined.
The plan also requires continuous improvement of institutional mechanisms that uphold the Party's absolute leadership over procuratorial work, ensuring that the Party steers the direction, defines the principles and guides all decision-making of procuratorial work.
Centered on improving the procuratorial legal supervision system to better serve the comprehensive advancement of law-based governance, the plan makes systematic arrangements covering 13 areas. These include establishing a full-fledged institutional framework for high-quality and efficient case handling, comprehensively strengthening the review of arrests and prosecution, enhancing full-process supervision over criminal litigation, and conducting all-round supervision over execution of criminal punishment, advancing civil procuratorial work, carrying out administrative procuratorial work in an effective and orderly manner, and strengthening public interest litigation procuratorial work.
The plan also outlines arrangements for building an integrated and comprehensive procuratorial management framework and improving mechanisms that safeguard impartial justice within procuratorial organs. It puts forward targeted measures in five areas: integrating the management of procuratorial case handling, case management and quality control management; improving the classified management mechanism for procuratorial personnel; enhancing the standardization of administration of procuratorates' operation; implementing and improving the judicial accountability system; and improving mechanisms for restricting and supervising the exercise of procuratorial power.
An appendix to the plan lists key tasks and initiatives for institutional improvement during the 15th Five-Year Plan period.
The plan also urges the SPP to strengthen organizational leadership, improve monitoring and evaluation mechanisms, and enhance supervision and inspection to ensure smooth implementation of the plan.
Provincial-level procuratorates are required to formulate detailed implementation measures tailored to local realities, while municipal and county-level procuratorates are urged to focus on practical implementation and deliver tangible results.
