At the 51st Procuratorial Open Day co-hosted by the Supreme People's Procuratorate (SPP) and the Ministry of Justice (MOJ) on July 6, the SPP provided an update on the work of people's supervisors since 2023.
Statistics show that since 2023, procuratorial organs nationwide have invited 959,500 people's supervisors to oversee the handling of 619,700 cases. The supervisors have submitted over 300,000 opinions and suggestions, of which more than 265,000 have been adopted by procuratorial organs, representing an adoption rate of 88.3 percent. These efforts have significantly promoted strict and law-based case handling and impartial justice by procuratorial organs.
Meanwhile, the SPP, either independently or in collaboration with the MOJ, has formulated and implemented a series of regulatory documents, including the Provisions on People's Procuratorates Accepting Oversight by People's Supervisors in Case Handling, the Measures for the Selection and Administration of People's Supervisors, and the Opinions on Strengthening Two-way Information Sharing on People's Supervisor Work Between People's Procuratorates and Judicial Administrative Organs. These documents have ensured the regulated and effective operation of whole-process people's democracy in procuratorial work.
Regarding proactive acceptance of external supervision as a crucial guarantee for promoting high-quality development of procuratorial work, procuratorial organs nationwide have continuously expanded the scope and depth of people's supervisors' participation in oversight activities.
Focusing on the comprehensive, coordinated and full development of the four major procuratorial functions — criminal, civil, administrative and public interest litigation — procuratorial organs have actively involved people's supervisors in overseeing various types of cases, ensuring supervision over all aspects of procuratorial work.
Efforts have also been made to carry out supervision in diverse manners and on a regular basis. Supervision has been incorporated into every stage of procuratorial case handling, such as case review, public hearings, case evaluation, judicial transparency, and legal interpretation and reasoning, ensuring that people's supervisors fully exercise their supervisory rights.
Furthermore, procuratorial organs nationwide have enhanced the social influence of people's supervisor work through talent cultivation, theoretical research, and public outreach. Three batches of 24 typical cases involving people's supervisors have been released to guide procuratorial organs to better implement the people's supervisor system.
