SPP stresses high-quality, efficient case handling to advance overall foreign-related prosecution work

The opening ceremony of the third training session for foreign-related legal personnel of the Supreme People's Procuratorate (SPP) was held on June 8.

Tong Jianming, First Deputy Prosecutor General of the SPP, attended the ceremony. He stressed that procuratorial organs should handle each foreign-related case with high quality and efficiency, guided by a holistic approach to both domestic and international imperatives, and balance development with security.

He called for strengthening the development of foreign-related procuratorial talent teams and comprehensively improving the level of foreign-related procuratorial work.

Tong urged procuratorial organs to fully perform their foreign-related procuratorial duties in accordance with the law and create favorable legal conditions and a supportive external environment for the steady and long-term advancement of Chinese modernization.

He emphasized the need to resolutely safeguard national security by adhering to a holistic approach, severely punishing crimes that endanger national security according to the law, and intensifying crackdowns on transnational crimes so as to better protect the interests of the country and its people.

Tong called for efforts to support the development of a robust domestic market and high-level opening-up. Procuratorial organs should equally protect all types of business entities in accordance with the law, strengthen judicial protection for overseas interests, foster a world-class, market-oriented, law-based, and internationalized business environment, and facilitate the high-quality development of Belt and Road cooperation, he said.

He also called for leveraging the role of foreign-related procuratorial work to bolster the country's major-country diplomacy by deepening international law enforcement and judicial cooperation, facilitating effective alignment between domestic and international rules, and promoting China's achievements in the development of the rule of law, so as to enhance both the influence and the effectiveness of international communication in procuratorial work.

Tong called on procuratorial organs to cultivate a group of outstanding foreign-related procuratorial professionals with firm political stances, solid professional capabilities, sound knowledge of international rules, and proficient expertise in foreign-related legal practices. He called for improving the professional competency training system tailored to the specific features of foreign-related procuratorial posts, making training more targeted and effective.

In addition, Tong noted that disciplinary education and work conduct improvement should be carried out on a regular and long-term basis to help foreign-related procuratorial personnel strengthen their awareness of security risk prevention. He emphasized practical and result-oriented training by encouraging prosecutors to refine their skills through diverse foreign-related procuratorial practices.

An Jianming, Deputy Director of the Ninth Bureau of the Commission for Political and Legal Affairs of the Communist Party of China Central Committee, was invited to deliver the first lecture to the program's participants.

This six-month training program adopts a phased teaching format, with centralized lectures held once every two weeks to provide systematic training. A total of 40 participants from the SPP's departments and directly affiliated entities are taking part in the program.
