
The Supreme People's Procuratorate holds the 27th National Conference on Research of Procuratorial Theory and the Annual Meeting of the Procuratorial Studies Research Association of the China Law Society in Nanning, capital city of South China's Guangxi Zhuang autonomous region, on June 3.

Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the SPP, attended the conference and delivered a speech. Wang Zhenjiang, Vice-President of the China Law Society, and Miao Qingwang, a member of the Standing Committee of the Communist Party of China (CPC) Guangxi Zhuang Autonomous Regional Committee and Secretary of the Political and Legal Commission of the CPC Guangxi Zhuang Autonomous Regional Committee delivered remarks.
Ying pointed out that since the 18th CPC National Congress in 2012, the CPC Central Committee has placed great importance on the legal supervision work of procuratorial organs. The Guidelines of the CPC Central Committee on Strengthening Legal Supervision Work of People's Procuratorates in the New Era, along with the 20th CPC National Congress and the third and fourth plenary sessions of the 20th CPC Central Committee, has set out clear requirements for enhancing procuratorial supervision work, providing important guidance for advancing theoretical research and practical development in such work, Ying said.
Ying stressed the importance of adhering to the principles of seeking truth from facts, following judicial rules, adopting a practice-oriented approach, and handling each case with high quality and efficiency, ensuring that justice is felt by the people in every judicial case, a fundamental value that people's procuratorates should uphold in performing their duties.
He called for in-depth research and interpretation of the legal foundations and practical paths of procuratorial supervision, and promoting the comprehensive exercise of procuratorial powers in accordance with the law.
Ying underlined the need to enhance research and interpretation on the review of arrest and prosecution to improve quality and efficiency in handling such cases. He noted that supervision over litigation activities should cover both the process and results, and that it is important to conduct in-depth and substantive research to achieve both substantive and procedural justice.
Ying called for strengthened research and interpretation on whole-process supervision over law enforcement in civil and administrative cases, as well as on strengthening supervision over the execution of criminal punishment and regulatory law enforcement, so as to enhance overall supervision effectiveness.
The scientific refinement and theoretical explanation of the key concept of procuratorial public interest litigation should be deepened, he said, and there should be in-depth research on the standards, conditions, and procedures for direct investigation, mobile investigation, and independent supplementary investigation to better combat judicial corruption and maintain judicial fairness.
He urged coordinated research on better realizing fairness and justice in substance, procedure, and effect, and called on procuratorates to improve the mechanism for realizing and evaluating judicial fairness in procuratorial work, so as to comprehensively enhance the quality and efficiency of legal supervision.
Ying also emphasized the need to uphold the absolute leadership of the Party over procuratorial work, and to deeply interpret the historical inevitability, inherent rationality, and significant advantages of the socialist procuratorial system with Chinese characteristics.
He called for further improving the organizational system for research of procuratorial theory with the participation of all procuratorial personnel, strengthening talent cultivation and organizational support, deepening the collaboration between procuratorial and academic institutions, and continuously enhancing the level of research of procuratorial theory in keeping with the times.
During the conference, Professor Huang Wenyi from Renmin University of China and Professor Qin Tianbao from Wuhan University delivered thematic reports. Experts, scholars, and representatives from procuratorial organs engaged in discussions and exchanges on topics such as accelerating the construction of an independent knowledge system of procuratorial studies and strengthening procuratorial supervision to support the building of a law-based China.
Miao Shengming, Deputy Prosecutor General of the SPP, presided over the opening ceremony and announced the list of outstanding achievements in national basic research of procuratorial theory and outstanding research organizations for 2025.
