Ying Yong meets with Russian Prosecutor General

Ying Yong, Prosecutor General of the Supreme People's Procuratorate of China, meets with a delegation led by Alexander Gutsan, Prosecutor General of the Russian Federation, in Beijing on May 27.

Following the meeting, Ying Yong, Prosecutor General of the Supreme People's Procuratorate of China, and Alexander Gutsan, Prosecutor General of Russia, jointly sign a cooperation plan between the procuratorial organs of the two countries.

Ying Yong, Prosecutor General of the Supreme People's Procuratorate (SPP) of China, met with a delegation led by Alexander Gutsan, Prosecutor General of the Russian Federation, in Beijing on May 27.

Ying warmly welcomed Gutsan and his delegation, noting that China and Russia are friendly neighbors linked by mountains and rivers. He emphasized that in recent years, under the strategic guidance of the heads of state of both countries, the China-Russia relationship has set a prime example for a new type of international relations and for good-neighborly ties between two major countries.

Ying noted that this year marks the 30th anniversary of the establishment of the China-Russia strategic partnership of coordination and the 25th anniversary of the signing of the China-Russia Treaty of Good-Neighborliness and Friendly Cooperation.

He added that not long ago, Chinese President Xi Jinping and Russian President Vladimir Putin held talks in Beijing, where they signed and issued a joint statement on further enhancing comprehensive strategic coordination and deepening good-neighborliness and friendly cooperation between the two countries, charting the course for the development of China-Russia relations in the new era. The bilateral relationship has entered a new stage of greater achievements and faster development, he said.

Ying stressed that law enforcement and judicial exchanges and cooperation are an important part of the China-Russia comprehensive strategic partnership of coordination for a new era. Against the backdrop of continued high-level development of bilateral relations, the procuratorial organs of the two countries have strengthened their ties, deepened cooperation, and achieved fruitful results, he noted.

Ying briefed the delegation on China's rule of law development and procuratorial work. He emphasized that advancing law-based governance in all respects is a fundamental strategy of the Communist Party of China (CPC) in governing the country and a constitutional principle of China.

Under the CPC's leadership, Chinese procuratorial organs are fully performing their duties as the country's legal supervision organs, continuously advancing the procuratorial practice of Xi Jinping Thought on the Rule of Law, and supporting Chinese modernization through high-quality procuratorial work, according to Ying.

Ying said China's SPP stands ready to work with Russia's Prosecutor General's Office to effectively implement the important consensus reached by the two heads of state and the joint statement, strengthen pragmatic cooperation in cracking down on transnational crimes, mutual legal assistance in criminal matters, and exchanges and training for procuratorial personnel. This, he said, will allow both sides to make procuratorial contributions to firmly promoting the long-term, sound, stable, and high-quality development of China-Russia relations, and better benefit both countries and their peoples.

Gutsan thanked Ying for the warm reception. He stated that under the strategic guidance of the two countries' heads of state, Russia-China relations have entered a new stage of greater dynamism and accelerated development.

Noting that the procuratorial organs of both countries share a profound traditional friendship, Gutsan said his office is ready to further strengthen high-level exchanges and personnel visits with China's SPP, and deepen pragmatic cooperation in combating cybercrime, drug trafficking, and money laundering, and protecting investors' rights and interests, so as to firmly safeguard the interests of the two nations, societies, and peoples, and jointly provide strong legal safeguards for the development and security of the two countries.

Following the meeting, Ying and Gutsan jointly signed a 2027-2028 cooperation plan between China's SPP and the Prosecutor General's Office of Russia.

The meeting was attended by Tong Jianming, First Deputy Prosecutor General of the SPP of China, Russian Ambassador to China Igor Morgulov, and Russian Deputy Prosecutor General Petr Gorodov.
