The Supreme People's Procuratorate (SPP) held a themed symposium on April 23 entitled "Strengthening Procuratorial Supervision in Intellectual Property Rights to Support the Development of New Quality Productive Forces".
Shi Weizhong, Deputy Prosecutor General of the SPP, attended and presided over the meeting. He emphasized the need to fully understand the greater mission of intellectual property rights (IPR)-related procuratorial work and to fully leverage the rule of law in serving the country's overall interests and advancing high-level self-reliance and strength in science and technology.
Shi noted that China is transitioning from a major IPR importer to a major IPR creator, with a corresponding shift in focus from quantity growth to quality enhancement.
He added that in recent years, procuratorial organs have actively integrated into the national development strategy, strengthened their comprehensive and law-based IPR-related procuratorial work and cracked down on crimes such as infringement of trade secrets, patent counterfeiting and copyright piracy in accordance with the law.
They have also enhanced supervision over civil and administrative litigation, handled a number of high-profile cases and continuously improved the quality and efficiency of judicial IPR protection.
Shi emphasized that procuratorial organs will continue to adhere to a "strict protection" orientation, focusing efforts on six key areas, namely improving case-handling quality and efficiency, serving innovation-driven development, optimizing the market-oriented business environment, refining procuratorial supervision mechanisms, proactively addressing judicial needs and establishing a coordinated protection system.
He added that they will play an active role in unifying standards for the application of IPR laws, promoting two-way coordination between administrative law enforcement and criminal justice, and safeguarding public interests.
During the symposium, the head of the SPP's Intellectual Property Procuratorial Department briefed the meeting on the progress in comprehensive procuratorial performance in the IPR field in 2025.
Invited participants included Pan Jiaofeng, a deputy to the National People's Congress, and Xin Guangwei, a member of the National Committee of the Chinese People's Political Consultative Conference, as well as leading officials from ministries and commissions, experts and academics, and representatives of innovative enterprises.
They put forward opinions and suggestions on further strengthening IPR-related procuratorial work.
