Ying Yong meets with Hong Kong Secretary for Justice

Ying Yong, Chief Grand Prosecutor and Prosecutor General of the Supreme People's Procuratorate (SPP), met with a delegation led by Paul Lam Ting-kwok, Secretary for Justice of the Hong Kong Special Administrative Region (HKSAR), in Beijing on April 24.

Ying extended a warm welcome to Lam and his delegation. He noted that in December last year, President Xi Jinping met in Beijing with HKSAR Chief Executive John Lee Ka-chiu, who was on a duty visit to report on the work of the SAR government.

Xi fully recognized the work of the SAR government and made important instructions on Hong Kong's development. He stressed the unwavering implementation of the principles of "one country, two systems", "Hong Kong people administering Hong Kong" and a high degree of autonomy, so as to promote Hong Kong's long-term prosperity and stability. The instructions have provided important guidance for the SAR's future development.

Ying said that Hong Kong's development achievements over the past year have once again proven that "one country, two systems" is the best institutional arrangement for ensuring the SAR's long-term prosperity and stability.

He added that deepening law enforcement and judicial exchanges and cooperation between the mainland and Hong Kong is conducive to upholding and promoting the rule of law in Hong Kong and supporting its high-quality development.

Ying pledged that the SPP will unswervingly implement the "one country, two systems" principle, further strengthen exchanges and cooperation with Hong Kong’s law enforcement and judicial organs, including the Department of Justice (DOJ), deepen personnel exchanges and high-level visits, jointly organize professional training and seminars, and support the DOJ in carrying out external exchanges under the "one country, two systems" framework.

Ying stressed that efforts should be made to enhance mutual understanding, advance the development of a more robust socialist rule-of-law system with Chinese characteristics and a higher-level socialist rule-of-law country, and better safeguard national sovereignty, security and development interests.

For his part, Lam expressed gratitude for the SPP's longstanding and strong support for the development of Hong Kong's rule of law and the DOJ's work. He affirmed that the DOJ will unswervingly implement the "one country, two systems" principle and fully and accurately implement the Law on Safeguarding National Security in the Hong Kong SAR.

Lam said the DOJ will further strengthen practical cooperation with mainland law enforcement and judicial organs in such areas as talent cultivation, experience sharing, judicial assistance and external exchanges.

He added that the department will fully leverage the common law system under the "one country, two systems" framework, perform its duties effectively in accordance with the law, and resolutely safeguard national security and social stability.

These efforts, he noted, will help foster a sound social and legal environment for Hong Kong's prosperity and development, better align Hong Kong with the country's outline of the 15th Five-Year Plan (2026–30) for national economic and social development, and enable Hong Kong to better integrate into the country's overall development.

Also attending the meeting was Tong Jianming, Class I Grand Prosecutor and First Deputy Prosecutor General of the SPP.
