Tong Jianming meets with DRC's State Minister and Minister of Justice and Keeper of Seals

Tong Jianming, First Deputy Prosecutor General of the Supreme People's Procuratorate (SPP) of China, met with a delegation led by Guillaume Ngefa, State Minister and Minister of Justice and Keeper of the Seals of the Democratic Republic of the Congo (DRC), in Beijing on April 21.

On behalf of the SPP and its Prosecutor General Ying Yong, Tong extended a warm welcome to Guillaume and his delegation.

He noted that China and the DRC are good friends, good partners and good brothers. Since the establishment of the comprehensive strategic cooperative partnership in 2023, bilateral relations have maintained a strong momentum of development under the strategic guidance of the two countries' heads of state.

Tong added that against the backdrop of the high-level development of bilateral relations, the judicial organs of both countries, especially procuratorial organs, have carried forward their traditional friendship through frequent high-level interactions and consistent communication and mutual support. 

He expressed confidence that the DRC minister's visit would further enhance mutual understanding and expand consensus on cooperation. It would open up new space for deepening practical cooperation between the procuratorial organs of both countries, and promote the sustained, sound and stable development of the China-DRC comprehensive strategic cooperative partnership.

Tong briefed the delegation on the primary functions and work of China's procuratorial organs. He noted that advancing law-based governance in all respects is a fundamental strategy of the Communist Party of China in governing the country.

He noted that in recent years, China's procuratorial organs have fully leveraged their four major procuratorial functions in criminal, civil, administrative, and public interest litigation, paying greater attention to ensuring and promoting social fairness and justice.

They have consistently strengthened procuratorial supervision, enhanced public interest litigation, and promoted the high-quality development of procuratorial work, providing a strong legal safeguard for advancing Chinese modernization. 

Tong stressed that strengthening cooperation in peace and security is a key aspect of the China-DRC comprehensive strategic cooperative partnership. Chinese procuratorial organs are willing to strengthen exchanges on legal practices with the judicial organs of the DRC, and deepen practical cooperation in areas such as combating transnational crimes, financial crimes and corruption crimes, and carrying out criminal judicial assistance.

These efforts aim to jointly safeguard the security and legitimate rights and interests of citizens and enterprises of both countries, provide stronger legal safeguards for high-quality Belt and Road cooperation, and continuously deepen China-DRC friendship for the benefit of the two countries and their peoples, he added.

For his part, Guillaume expressed appreciation for Tong's warm reception. He stated that the DRC stands ready to work with the Chinese side to promote the sound development of bilateral relations on the basis of mutual respect, equality and mutual benefit.

He also expressed willingness to learn from the advanced experience of China's judicial organs and further deepen practical cooperation in areas such as combating transnational crimes, exchanges and training of judicial personnel and digitalization.

Francois Nkuna Balumuene, Ambassador of the DRC to China, attended the meeting.
