SPP Procuratorial Committee holds meeting to analyze case-handling quality, efficiency in Q1

On April 17, the Procuratorial Committee of the Supreme People's Procuratorate (SPP) held an expanded meeting to analyze and evaluate the case-handling quality and efficiency of procuratorial organs nationwide and the SPP itself in the first quarter of 2026.

Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the SPP, presided over the meeting and delivered a speech.

According to the case quality analysis report, the overall volume of cases handled by procuratorial organs nationwide remained stable in the first quarter and the structure of their performance of duties became more balanced.

Meanwhile, the four major procuratorial functions in criminal, civil, administrative and public interest litigation continued to develop in a comprehensive, coordinated and substantive manner.

Supervision over criminal litigation was further strengthened, with year-on-year growth in procuratorial recommendations for protests and retrials in civil and administrative cases.

The number of administrative public interest litigation cases reached a five-year high in the period, reflecting a continuous strengthening of procuratorial oversight, the report said.

The number of withdrawn prosecutions and acquittals remained low, while the rate of changes to judgments in criminal, civil, and administrative adjudication supervision cases after court rulings remained relatively high.

Concurrently, procuratorate-related petitions and repeated petitions both saw year-on-year declines, indicating ongoing improvements in both the quality and efficiency of case handling, the report noted.

Meanwhile, the number of cases accepted for review of prosecution involving dangerous driving, concealment or disguising of criminal proceeds, and those involving aiding information network criminal activities showed year-on-year decreases.

Cases involving crimes committed by minors and crimes against minors continued to show a "double decline", highlighting significant progress in combating crime.

The report also highlighted the SPP's solid efforts to enhance the quality and efficiency of its own case handling, with sustained increases in case completion rates and a consistent reduction in average case durations over the past three years during the same period.

The SPP also collaborated with relevant departments to formulate judicial interpretations and case-handling guidelines, while strengthening guidance to lower-level procuratorates.

In addition, the report analyzed and identified additional areas requiring attention and further study.

Based on the discussions, Ying stressed the need to uphold law-based supervision, and exercise supervision with both resolve and competence, so as to promote the resolution of issues in law enforcement and judicial activities.

He highlighted the importance of leveraging case quality analysis and information-based tools such as big data to identify key focus areas and breakthrough points for effective supervision, thereby safeguarding justice and fairness. This approach aims to enhance the precision and effectiveness of legal supervision and uphold impartiality in law enforcement and judicial work.

Furthermore, Ying urged procuratorates to maintain rigorous self-supervision, adhere to strict and law-based case handling, administer justice impartially and integrate the education on establishing and practicing a correct understanding of governance performance into the entire process and in all aspects of the performance of their duties.

He also called for efforts to improve mechanisms for realizing and evaluating judicial fairness within procuratorial functions, with a focus on establishing systems and mechanisms that foster high-quality and efficient case handling. This includes continuously standardizing case handling procedures, strengthening institutional frameworks, and accelerating the development of quality and efficiency standards and guidelines for key procuratorial functions such as review of arrests, prosecutions and litigation supervision.

These measures are intended to comprehensively enhance the quality and efficiency of legal supervision.
