On April 13, Ying Yong, Chief Grand Prosecutor and Prosecutor General of the Supreme People's Procuratorate (SPP) of China, held separate meetings in Shanghai with international guests attending the 61st Executive Committee Meeting of the International Association of Prosecutors (IAP).
The guests are Michael Leitner, Acting President of the IAP; Roel Donner, Secretary General of the IAP; Kamran Aliyev, Prosecutor General of Azerbaijan; Stefan Blättler, Attorney General of Switzerland; Anna Vardapetyan, Prosecutor General of Armenia; and Ángel Valencia Vásquez, Prosecutor General of Chile.

Ying extended a warm welcome to the guests. He briefed them on China's progress in the development of the rule of law, its judicial system and procuratorial work. He stated that advancing law-based governance in all respects is a fundamental strategy of the Communist Party of China (CPC) in governing the country and a constitutional principle of China.
As the organs responsible for the country's legal supervision and the unified and correct implementation of national laws in judicial practices, procuratorates in China are thoroughly implementing the guiding principles of the 20th CPC National Congress and the plenary sessions of the 20th CPC Central Committee, Ying noted.
He added that they are earnestly implementing the country's outline of the 15th Five-Year Plan (2026-30) for national economic and social development, strengthening procuratorial supervision and public interest litigation, faithfully fulfilling their duties, and supporting Chinese modernization with high-quality procuratorial work.
Ying emphasized that exchanges and cooperation in law enforcement and judicial affairs are an important part of state-to-state exchanges and cooperation and play a significant role in advancing procuratorial work globally.
Chinese procuratorates are willing to further deepen friendly exchanges and mutual learning with their counterparts in IAP member states within multilateral frameworks such as the IAP, he said.
This includes strengthening practical cooperation in combating transnational crimes such as drug-related crimes, terrorism, and cybercrimes, as well as in protecting public interests and promoting exchanges and the training of prosecutors, according to Ying.
Ying called for joint efforts to fulfill the procuratorial responsibilities of punishing crimes, protecting human rights, promoting sound governance, and upholding justice, thereby safeguarding national sovereignty, security, and development interests, and delivering greater benefits to all nations and their peoples.
The guests expressed admiration for China's achievements in modernization, rule of law development, and procuratorial work, and appreciated China's contributions to promoting the development of the IAP.
They expressed willingness to further deepen exchanges and cooperation with Chinese procuratorates, learn from China's experience in judicial and procuratorial work, and expand collaboration in areas including combating transnational economic and financial offenses, and cybercrimes, as well as in criminal judicial assistance and high-level mutual visits.
The aim is to jointly enhance the capacity and professionalism of procuratorial organs in performing their duties, advance the development of the rule of law, uphold impartial justice, and contribute greater procuratorial strength to the modernization of their respective countries, they said.
Tong Jianming, First Deputy Prosecutor General of the SPP of China, and Chen Yong, Chief Prosecutor of the Shanghai Municipal People's Procuratorate, also attended the meetings.
