SPP: Enhancing arrest and prosecution review quality through court performance evaluation

The Supreme People's Procuratorate (SPP) held a national meeting to outline work priorities of the year in the evaluation of prosecutors' performances in criminal prosecutions on April 2.

Miao Shengming, Deputy Prosecutor General of the SPP, attended the meeting. He emphasized the importance of using court performance evaluation to drive improvement in the quality and efficiency of arrest and prosecution reviews, and to promote the high-quality and efficient handling of every case.

Miao pointed out that 2026 is a crucial year for deepening advancement in the evaluation of prosecutors' court performances.

Efforts should focus on prominent issues identified during court sessions, he said, such as evidence examinations, logical presentation of evidence, debate skills and sentencing recommendations, so as to delve into the root causes and implement targeted measures, ensuring that each issue is substantively resolved.

He called for establishing a tiered evaluation system featuring "demonstration evaluations by the SPP, key evaluations conducted by higher-level procuratorates and regular evaluations carried out by procuratorates at all levels" to normalize the evaluation work.

Miao also stressed that procuratorates at all levels should fully integrate the evaluation of prosecutors' court performances into the ongoing education campaign on establishing and practicing a correct understanding of governance performance.

Evaluation teams should demonstrate professionalism and a sense of responsibility in tackling difficult issues, provincial-level procuratorates must provide strong organizational support, and SPP criminal prosecution departments should maintain close coordination for the work, according to Miao.

During the meeting, the head of the SPP's Prosecutorial Department for Major Crimes read out the implementation plan for the court performance evaluation.

Members of the SPP's court performance evaluation working group provided a systematic explanation of the evaluation methods, key indicators and scoring criteria.
