SPP holds meeting to deploy handling of NPC deputies' suggestions, CPPCC members' proposals

On April 3, the Supreme People's Procuratorate holds a meeting to deploy the handling of suggestions from deputies to the National People's Congress and proposals from members of the National Committee of the Chinese People's Political Consultative Conference.

On April 3, the Supreme People's Procuratorate (SPP) held a meeting to deploy the handling of suggestions from deputies to the National People's Congress (NPC) and proposals from members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), reviewing the work in 2025 and setting out tasks for 2026.

Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the SPP, attended and delivered a speech.

Ying pointed out that properly handling NPC deputies' suggestions and CPPCC members' proposals is an inherent requirement for procuratorial organs to practice whole-process people's democracy.

He noted that in the current year, the SPP is responsible for handling 282 such suggestions and proposals. These covered multiple areas including safeguarding social stability, serving high-quality development, strengthening the protection of people's livelihoods and enhancing procuratorial supervision.

Ying emphasized the need to integrate the education on establishing and practicing a correct understanding of governance performance into all aspects and throughout the entire process of procuratorial work, consciously accept the supervision of the NPC and the democratic oversight of the CPPCC, and fully perform duties as the State's legal supervision bodies, so as to provide robust judicial safeguards for ensuring a good start to the 15th Five-Year Plan (2026-30).

Ying stressed that the process of handling these suggestions and proposals is in itself a process for procuratorial organs to listen to opinions, improve their work and accept oversight.

He called for consolidating and enhancing the full-process work mechanism featuring soliciting needs before handling, conducting consultations during the process, and evaluating results after completion, so as to further institutionalize and standardize the work at a higher level.

Ying added that efforts should focus on solving problems, advancing reform and development, and continuously transforming the constructive suggestions of NPC deputies and CPPCC members into concrete measures for advancing the high-quality development of procuratorial work.

He also stressed the importance of strengthening the sense of responsibility and accountability, adhering to a responsibility system for handling suggestions and proposals, and continuously improving both the quality and efficiency of the work, while enhancing procuratorial work and consciously accepting oversight.

Moreover, he advocated supporting high-quality economic and social development through the high-quality and efficient performance of procuratorial duties.

Ying called for improving liaison work with NPC deputies and CPPCC members by aligning procuratorial priorities with their concerns as well as public needs and expectations.

Efforts, he said, should be intensified to invite deputies to people's congresses and CPPCC members at all levels and from various sectors  to visit procuratorial organs, participate in procuratorial activities, and oversee procuratorial work, thereby better supporting them in performing their duties in accordance with the law.

Tong Jianming, First Deputy Prosecutor General of the SPP, presided over the meeting. He briefed participants on the handling of suggestions and proposals in 2025, the general arrangement for handling those in 2026 and the selection of the SPP's exemplary written responses to suggestions and proposals in 2025.
