Ying Yong, Chief Grand Prosecutor and Prosecutor General of the Supreme People's Procuratorate (SPP), met with a delegation led by Tong Hio-fong, Prosecutor General of the Public Prosecutions Office of the Macao Special Administrative Region (SAR), in Beijing on March 30.
Ying extended a warm welcome to Tong and his delegation. He said that since the 18th National Congress of the Communist Party of China (CPC), the CPC Central Committee has consistently shown great concern for Macao's development and fully supported its integration into the country's overall development agenda through a series of major decisions and arrangements. These efforts have yielded outstanding achievements in the practice of "one country, two systems" with Macao characteristics.
Ying noted that in December last year, President Xi Jinping met in Beijing with Macao SAR Chief Executive Sam Hou-fai, who was on a duty visit to report on his work. Xi fully recognized the work of the SAR government and gave important instructions on Macao's development, charting the course for the SAR to align with the country's 15th Five-Year Plan (2026-30) and achieve long-term prosperity and stability.
Ying said the Public Prosecutions Office of Macao is an important force in advancing the rule of law in Macao. He spoke highly of Tong's proposal to integrate the spirit of the Chinese nation into every aspect of Macao's procuratorial work, uphold impartial justice, resolutely safeguard national security, and promote rule of law development.
Ying pointed out that under the strong leadership of the CPC Central Committee, procuratorial organs in the Chinese mainland are thoroughly studying and implementing the guiding principles of this year's two sessions, the annual meetings of the nation's top legislative and political advisory bodies, earnestly implementing the resolution on the SPP work report adopted at the fourth session of the 14th National People's Congress, strengthening procuratorial supervision, enhancing public interest litigation, and performing their duties as the country's legal supervision bodies. They are committed to serving the country's overall development, administering justice for the people, upholding the rule of law, handling every case with high quality and efficiency, and continuously advancing the procuratorial practice of Xi Jinping Thought on the Rule of Law, he added.
Ying pledged that the SPP will unswervingly implement the "one country, two systems" principle, further strengthen pragmatic cooperation with the Public Prosecutions Office of the Macao SAR in areas such as theoretical research, personnel training, and case collaboration, effectively safeguard national sovereignty, security and development interests, and actively support the Public Prosecutions Office in carrying out international exchanges under the "one country, two systems" framework. These joint efforts aim to provide robust judicial safeguards for a strong start to the 15th Five-Year Plan and for continuously opening up new prospects for advancing Chinese modernization.
Tong thanked Ying for the meeting and briefed him on the work of the Public Prosecutions Office over the past year. He reaffirmed his office's firm commitment to implementing the "one country, two systems" principle and the holistic approach to national security, safeguarding the constitutional order of the SAR as prescribed by the Constitution and the Basic Law, and implementing the principle of "patriots administering Macao".
Tong added that the Public Prosecutions Office will continue to strengthen national security awareness, perform its duties in accordance with the law, uphold impartial justice, safeguard national sovereignty, security, and development interests, and better integrate into and support the country's overall development. It will contribute procuratorial strength to writing a new chapter in the successful practice of "one country, two systems" with Macao characteristics.
