On March 27, the Supreme People's Procuratorate (SPP) held a meeting to mobilize and deploy the professional review of the sixth batch of national procuratorial expert candidates.
Tong Jianming, First Deputy Prosecutor General of the SPP, attended and addressed the meeting. He emphasized that SPP departments must reinforce their sense of responsibility in carrying out the review, and ensure its outcomes are solid and credible. The review process should also further enhance high-quality and efficient performance of duties and case handling, and advance the coordinated and comprehensive development of the criminal, civil, administrative, and public interest litigation procuratorial functions, Tong added.
Tong noted that strengthening procuratorial supervision and promoting high-quality development of procuratorial work rely on the strong support of highly capable professionals. The review of national procuratorial expert candidates is an important initiative to strengthen the development of a high-quality procuratorial talent team, he said.
He stressed that the review must be conducted in an objective, fair, strict, and pragmatic manner, ensuring that those selected truly reflect the highest professional standards of the procuratorial team. He urged all members of the review panel to uphold principles of fairness and impartiality, give full play to their expertise, and evaluate each candidate objectively and responsibly.
Scoring criteria should be standardized to accurately assess candidates' capabilities in case handling, legal research, and other competencies, and confidentiality must be strictly maintained to ensure a secure and orderly review process, he said.
Also present at the meeting were SPP Deputy Prosecutors General Ge Xiaoyan, Miao Shengming, and Shi Weizhong, as well as Zhang Xiaojin, a permanent member of the SPP Procuratorial Committee.
Attendees also included Gao Zicheng, a deputy to the National People's Congress and President of the All-China Lawyers Association, Nie Xin, a member of the National Committee of the Chinese People's Political Consultative Conference and professor at Tsinghua University Law School, leading officials from SPP departments and representatives of national procuratorial experts.
Building upon the 13 professional categories used in the previous review, the sixth review has added procuratorial investigation as a new category. Candidates now cover 14 professional fields and come from the SPP and 33 provincial-level procuratorates, including the People's Procuratorate of the Xinjiang Production and Construction Corps and the Military Procuratorate of the People's Liberation Army.
The review combines written assessment and on-site defense, aiming to comprehensively evaluate candidates' political integrity, professional proficiency, and overall capabilities through multi-dimensional evaluation.
