Tong Jianming meets with Hong Kong Department of Justice delegation

Tong Jianming, First Deputy Prosecutor General of the Supreme People's Procuratorate (SPP), met with a delegation from the Department of Justice (DOJ) of the Hong Kong Special Administrative Region (SAR) led by Maggie Yang Mei-kei, Director of Public Prosecutions of the DOJ, in Beijing on March 24.

On behalf of the SPP and its Prosecutor General Ying Yong, Tong extended a warm welcome to Yang and her delegation. He said that the Communist Party of China Central Committee has always cared about the development of Hong Kong and the well-being of its people.

Since last year, under the strong leadership of the central government, Hong Kong Chief Executive John Lee Ka-chiu has led the SAR in proactively aligning with national development strategies, achieving steady economic growth and solid progress in its transition from stability to prosperity.

Tong emphasized that the rule of law is a safeguard for Hong Kong's prosperity and stability. With the deepening integrated development of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) and the establishment of the headquarters of the International Organization for Mediation in Hong Kong, the SAR's rule of law development is embracing new opportunities.

He noted that as the defender of judicial impartiality and public interests, the DOJ bears important responsibilities in the SAR's development and plays a vital role in promoting Hong Kong's high-level opening-up.

Tong affirmed that the SPP will support, as always, the DOJ in performing its duties in accordance with the law and deepening international exchanges under the "one country, two systems" framework, so as to jointly safeguard national sovereignty, security and development interests.

During the meeting, Tong briefed the delegation on the constitutional role and main functions of procuratorial organs in the Chinese mainland. In recent years, the mainland procuratorates have formed a comprehensive legal supervision framework covering four major procuratorial functions: criminal, civil, administrative and public interest litigation.

He pointed out that mainland procuratorates at all levels are committed to handling every case with high quality and efficiency and ensuring that the people feel fairness and justice in every judicial case, which are the fundamental value pursuits for the procuratorial duty performance and case handling on the new journey in the new era.

Through measures such as strengthening guidance on procuratorial philosophies, advancing specialized procuratorial campaigns, enhancing case management, and improving the professional competence of the procuratorial team, new progress has been made in all aspects of procuratorial work, Tong added.

Tong highlighted that as 2026 marks the opening year of the 15th Five-Year Plan (2026-30), mainland procuratorial organs are ready to further strengthen exchanges and cooperation with the DOJ, jointly advance the GBA's development and better support the country's high-quality development and high-level opening-up.

He also pledged that mainland procuratorial organs would actively support the development of the Hong Kong International Legal Talents Training Academy established by the DOJ last year, and deepen cooperation in the cultivation of foreign-related legal talent.

This would help Hong Kong to leverage its role as a "super connector" and ensure the steady advancement in the rule of law practice under the "one country, two systems" framework.

Yang expressed appreciation for the meeting with Tong and for the SPP's longstanding care and support. She reaffirmed the DOJ's unwavering commitment to thoroughly implementing the "one country, two systems" principle and giving full play to Hong Kong's common law system.

Moreover, she expressed hope to strengthen collaboration with mainland procuratorial organs in key areas such as combating money laundering and cybercrime.

Through exchanges, seminars and other forms of engagement, both sides could enhance mutual understanding of each other's judicial and case-handling systems and continuously improve the quality and efficiency of pragmatic cooperation, helping Hong Kong better integrate into the country's overall development.
