SPP meeting outlines further steps to advance procuratorial protection of people's livelihoods

On March 24, the Party Leadership Group of the Supreme People's Procuratorate (SPP) held a meeting to review the checklist of issues identified through the study campaign for the SPP's leadership and senior officials to fix their mindset regarding duty performance and to discuss corresponding corrective measures. The meeting also outlined plans for advancing the special campaign on procuratorial protection of people's livelihoods and for strengthening supervision over the termination of current enforcement procedures in civil cases.

Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the SPP, presided over the meeting.

The meeting emphasized the importance of thoroughly identifying misguided views on duty performance reflected in procuratorial work, uncovering root causes and effectively implementing corrective measures.

All SPP departments were called upon to actively identify problems within their respective areas, to employ internal reforms as a driver for systemic improvement, and to ensure tangible outcomes from the ongoing study campaign.

The meeting acknowledged that since its nationwide launch in February 2024, the special campaign on procuratorial protection of people's livelihoods has made significant progress, earning broad recognition from deputies to the people's congresses, members of the Chinese People's Political Consultative Conference, and various sectors of society. Given the rising public expectations for democracy, the rule of law, fairness, and justice, the meeting pointed out that persistent and sustained efforts remain essential.

It was emphasized that procuratorial work must deliver justice for the people, focusing on key areas such as employment and social security that are closely related to people’s livelihoods. Particular attention should also be given to key vulnerable groups including women, children, people with disabilities, and the elderly.

Focusing on pressing issues including threats to food and drug safety and infringements upon workers' legitimate rights and interests, procuratorial authorities should identify the critical entry points for their performance of duties, and continue to deliver tangible, people-centered prosecution, according to the meeting.

The meeting further highlighted the importance of implementing the decisions of the third plenary session of the 20th Communist Party of China Central Committee on strengthening full-process supervision over judgment enforcement activities.

Particular emphasis should be placed on strengthening oversight over the termination of current enforcement procedures in civil cases. Focusing on illegal acts that severely impair the civil rights and interests of concerned parties and interested persons, the meeting urged intensified supervision over issues such as improper termination of ongoing enforcement procedures, inaction in resuming enforcement, and unjustified delays in enforcement.

The meeting also called for closer collaboration with courts and public security organs, accelerating nationwide sharing of information between enforcement and supervision systems, and strengthening oversight capabilities. This aims to effectively resolve difficulties in enforcement cases and safeguard the legitimate rights and interests of all parties involved.

A number of other issues were also discussed at the meeting.
