The Xiong'an New Area Branch of the Hebei Provincial People's Procuratorate recently issued a document on serving the relocation of non-capital functions from Beijing and advancing the development of Xiong'an New Area into a modern city with high standards and high quality, aiming to continuously upgrade the area's legal service mechanisms.
Focusing on four key areas — security development, legal supervision, rule of law development, and service innovation — the document outlines 24 specific measures. These include severely cracking down on crimes that disrupt business order, such as those infringing on business reputation by impersonating entities or personnel involved in the relocation process, and guiding relocated entities in establishing intellectual property risk prevention mechanisms.
The document also emphasizes strengthening supervision over property preservation and enforcement activities in civil litigation, conducting in-depth monitoring of sham litigation, enhancing oversight over the performance of duties by administrative organs, and establishing a green channel for relocation-related matters at the 12309 Procuratorial Service Center.
Furthermore, the document highlights the need to optimize the Xiong'an Procuratorial Service Platform for Enterprises, carry out tailored legal outreach sessions and legal education, and effectively raise awareness of duty-related crime prevention among staff in relocated institutions.
It also calls for deepening cooperation between procuratorates and universities and building a cooperation system integrating talent training, theoretical research, procuratorial practice, and education and training.
The document further underscores the Xiong'an New Area Branch's commitment to coordinating its four major procuratorial functions — criminal, civil, administrative, and public interest litigation — to establish an integrated case-handling mechanism for matters related to relocated entities. In response to issues such as jurisdictional changes arising from relocation and infringements of rights and interests during project construction, it will work together with public security organs and courts to promote solutions, thereby providing full-chain legal protection for relocated entities in the area.
