During the meeting, seven deputies to the National People's Congress (NPC) from Gansu Province spoke in turn. They fully affirmed the progress made in procuratorial work over the past year and put forward many high-quality and constructive suggestions based on their own performance of duties.
After carefully listening to the speeches, Ying said that over the past year, under the strong leadership of the Communist Party of China (CPC) Central Committee and the effective oversight of the NPC and its Standing Committee, the SPP has focused on the goal of developing a more complete socialist rule of law system with Chinese characteristics and advancing the building of a socialist country under the rule of law at a higher level, and has made new progress and achievements in all work areas.
He emphasized that procuratorial organs have remained committed to serving the overall national development, performing procuratorial functions by integrating into the country's overall development, and advancing procuratorial work while serving the overall situation. By giving full play to the role of the rule of law, they have supported high-quality development and safeguarded high-level national security, striving to foster a fair and just legal environment and a safe and stable social environment.
Procuratorial organs have also remained committed to administering justice for the people. Efforts have been made to further advance the special campaign on "Procuratorial Protection for People's Livelihoods", strengthen the protection of the lawful rights and interests of key groups, including women, the elderly, persons with disabilities and workers, and intensify the protection of minors' rights and interests as well as the prevention and control of juvenile delinquency. These efforts have ensured that procuratorial work truly serves the people and effectively resolves the blocking points, pain points and difficult issues that affect the people's sense of gain in judicial work.
Ying also stressed the importance of taking on the responsibility for advancing the rule of law by comprehensively enhancing legal supervision over case filing, investigation, trial, enforcement and other activities. Priority has been given to supervising and correcting prominent problems in law enforcement and judicial practices, so as to promote strict law enforcement and impartial administration of justice, and to safeguard and advance social fairness and justice.
He added that procuratorial organs have also strived to enhance self-supervision, improve the scientific management of procuratorial work, implement and refine the judicial accountability system, and tighten the supervision and restraint on the exercise of procuratorial power, ensuring that procuratorial organs themselves handle cases in strict accordance with the law and uphold impartial justice.
Ying stressed that the fundamental tenet of "procuratorial work for the people" is determined by the essential attribute of socialist democratic politics that the people are the masters of the country, as well as the people's congress system, China's fundamental political system. It is a distinct feature of the socialist procuratorial system with Chinese characteristics. Under the centralized and unified leadership of the CPC Central Committee, procuratorial organs will continue to uphold and practice whole-process people's democracy, and strive to ensure that the people feel fairness and justice in every judicial case.
