Ying stated that the work report of the NPC Standing Committee provided a comprehensive and objective review of its work and outlined practical plans for the next stage. It fully demonstrated the organic integration of the Party's leadership, the people as the masters of the country, and the rule of law, vividly showcasing the institutional effectiveness of whole-process people's democracy and highlighting the substantial political advantages of the people's congress system.
Ying noted that over the past year, the NPC and its Standing Committee have ensured that the Party's propositions are transformed into the nation's will through legal procedures and the decisions and plans of the Party Central Committee are implemented comprehensively and effectively through supervision, cementing the NPC's role as the nation's highest organ of State power.
The NPC and its Standing Committee have fully exercised their functions and powers granted by the Constitution and laws, placed greater emphasis on coordination among the rule of law and reforms, development and stability, and focused on safeguarding and advancing social fairness and justice, he said.
Ying added that on the legislative front, the NPC and its Standing Committee have improved the constitutional and related legal systems and strengthened constitutional compliance reviews and record reviews. Through scientific, democratic, and law-based legislation, they have forged the socialist legal system with Chinese characteristics into a more coherent whole.
In performing their supervisory duties, the NPC and its Standing Committee have exercised correct, effective, and law-based supervision to drive the comprehensive and effective implementation of the Constitution and laws. This has guaranteed that State organs exercise their powers in accordance with the law, and that the legitimate rights and interests of citizens, legal entities, and other organizations are effectively protected, Ying said.
Furthermore, the NPC and its Standing Committee have deeply practiced whole-process people's democracy, leading the way in fully implementing the law on deputies to the NPC and local people's congresses and the law on the supervision of the standing committees of the people's congresses at all levels. They have supported and ensured that the people exercise State power through the people's congress system, strengthened ties with deputies and ties between deputies and the people, and promoted the organic integration of democratic systems and practices, he added.
Ying stated that the NPC and its Standing Committee have provided robust supervision and strong support for procuratorial work, helping address difficulties in strengthening procuratorial oversight and improving the quality and effectiveness of procuratorial work.
He pledged that procuratorial organs will more proactively and consciously accept supervision by the people's congresses and their standing committees at all levels, uphold and practice whole-process people's democracy, enhance procuratorial oversight and public interest litigation, and fulfill their responsibilities as national legal supervision bodies.
