Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the Supreme People's Procuratorate (SPP), participated in the deliberations with his fellow deputies.

Ying said that the Government Work Report summarized the achievements based on facts, analyzed the situation in a profound and thorough manner, scientifically and precisely set policies and deployed the work with a practical and progressive approach.

The report lays out plans for the development at the current stage while anchoring long-term goals, is grounded in domestic realities while considering international trends, and emphasizes both quality and efficiency based on the principle of pursuing progress while maintaining stability, he said.

Ying noted that in 2025, the government consistently upheld the overall leadership of the Party over economic work, and performed its duties with economic development as the central task.

The government fully, faithfully and comprehensively implemented the new development philosophy to continuously promote the effective improvement of quality and the reasonable growth of quantity in the country's economy, while placing emphasis on ensuring and improving people's livelihoods through development, and consistently taking practical measures to benefit the public, Ying said.

He said that the government persistently applied the rule of law mindset and approach to handling economic and social affairs, vigorously advanced law-based governance and rigorous law enforcement, and continuously fostered a world-class, market-oriented business environment governed by a sound legal framework. In this way, the government's credibility and public satisfaction have been effectively enhanced, which fully demonstrates its firm determination to continue promoting the building of a law-based government, he added.

"The rule of law is an important guarantee for Chinese modernization," Ying said.

He said that as the State organ for legal supervision and the judicial body to ensure the unified and correct implementation of national laws, the procuratorial authorities must closely align themselves with the central and primary tasks of the Party and the State in fulfilling their duties,   and establish and practice a correct understanding of governance performance.

They should strengthen procuratorial supervision, enhance public interest litigation work, fulfill the duties of the State organ for legal supervision, and handle every case with high quality and efficiency, Ying noted. Such efforts aim to better serve the country's overall development, administer justice for the people and uphold the rule of law, thus providing strong judicial support for a good start to the 15th Five-Year Plan (2026-30), Ying said.
