SPP updates media on procuratorial protection of people's livelihoods

On March 2, the Supreme People's Procuratorate (SPP) held a press conference on the progress of its ongoing campaign to enhance procuratorial protection of people's livelihoods, during which eight typical cases in the field were released.

SPP Deputy Procurator General Shi Weizhong stated that in 2025, procuratorial organs nationwide deeply practiced the principle of administering justice for the people and coordinated efforts in performing the four major procuratorial functions—criminal, civil, administrative, and public interest litigation. By focusing on key areas, targeting specific groups, and resolving prominent issues, they continuously deepened the campaign and achieved significant results, he added.

In 2025, procuratorial organs focused on key areas, effectively serving high-quality economic and social development. From January to November, they accepted over 43,000 cases of procuratorial supervision over the termination of civil enforcement proceedings, issuing more than 28,000 procuratorial recommendations to courts.

In the social security sector, a thorough review was conducted into administrative non-litigation enforcement, with over 3,500 cases handled to ensure the implementation of decisions on wages and social insurance.

Efforts to safeguard food and drug safety were also ramped up, with a special focus on new business forms. Inspections on the safety of fresh food sold through community group buying were carried out, overseeing the rectification of more than 31,000 warehouses and pickup points.

Procuratorial organs also focused on key populations and continued to strengthen the protection of the rights and interests of workers and specific groups. Regarding protecting workers' rights and interests, they have continuously consolidated achievements in eradicating wage arrears. From January to November 2025, a total of 50,300 cases seeking support for litigation were accepted, of which 34,000 cases received support after review.

In protecting the healthy development of minors, the number of prosecutions for crimes against minors from January to November 2025 decreased by 1.9 percent year-on-year, while cases involving procuratorial review of crimes committed by minors dropped by 9.7 percent, achieving a "double decline" in both juvenile delinquency and crimes against minors.

On the law-based protection of women's rights and interests, procuratorates have severely punished crimes such as trafficking and rape. From January to November 2025, public prosecutions were initiated for more than 670 individuals in over 320 cases involving trafficking of women and children. Additionally, prosecutions were filed in 25,000 cases of rape involving 28,000 suspects.

In further safeguarding the rights of specific groups including elderly people and people with disabilities, procuratorates have strengthened supervision through public interest litigation over the construction of a barrier-free environment in key settings. From January to November 2025, more than 2,500 cases of procuratorial public interest litigation regarding the construction of barrier-free environments were handled.

Procuratorial organs focused on prominent livelihood issues, addressing urgent and pressing concerns of the public. Routine special supervision over false litigation was carried out, driving improvements in mechanisms for the prevention, detection, and punishment of fraudulent lawsuits. As a result, the number of cases in high-incidence areas such as private lending, labor disputes, and sales contracts has steadily decreased.

Procuratorial efforts related to agriculture, rural areas, and farmers were strengthened, with a focus on cracking down on crimes that harm farmers, such as adulteration, counterfeiting, and false advertising. From January to November 2025, 134 individuals in 106 cases of crimes related to agricultural supplies were approved for arrest, and 409 individuals involved in 192 cases were prosecuted.

Procuratorates strengthened intellectual property rights (IPR) protection through comprehensive performance of their duties. From January to November 2025, 17,000 individuals involved in over 8,200 cases involving IPR infringement crimes were prosecuted. Additionally, 760 related civil lawsuits were filed by rights holders, and public interest litigation was initiated for more than 540 cases in the field.

Efforts to safeguard the ecological environment and natural resources were also intensified, contributing to carbon reduction, pollution control, greening, and sustainable growth while addressing environmental issues strongly voiced by the public.

Shi stated that procuratorial organs nationwide will align their focus with the overarching priorities of the Party and the State to adjust their performance objectives, advance the special campaign in line with reform demands, and intensify efforts to address urgent and pressing concerns of the people. By emphasizing "high-quality and efficient handling of every case", they aim to deliver tangible outcomes that serve public interests and continue working on resolving prominent issues in people's livelihoods identified through the special campaign.

Relevant SPP officials attended the press conference and answered reporters' questions. They are Lan Xiangdong, Director General of the Civil Procuratorial Department; Li Haoxin, Deputy Director General of the Administrative Procuratorial Department; Xu Xiangchun, Director General of the Public Interest Litigation Procuratorial Department; Xian Jie, Director General of the Minors Procuratorial Department; and Liu Taizong, Deputy Director General of the Intellectual Property Procuratorial Department.

Li Xuehui, Director of the General Office of the SPP and Spokesperson for the SPP, presided over the conference.
