The Supreme People's Procuratorate (SPP) recently issued regulations on quality inspection and review of cases handled by people's procuratorates.
The document aims to fully and accurately implement the judicial accountability system, strengthen the integrated management of operational processes, case handling, and quality control, and guide procuratorial organs at all levels in fostering and maintaining a correct view on political and judicial performance.
In February 2025, the SPP issued the provisional version of the document, which established a comprehensive framework for regulation of case quality inspection and review and laid an institutional foundation for ensuring that every case is subject to quality review. While the provisional document was aligned with the realities of procuratorial work and helped regularize and standardize case quality inspection and review, its implementation also revealed certain areas in need of improvement.
Based on in-depth research and extensive consultation, the SPP revised and improved the provisional version and issued the official regulations, which took effect on Feb 1, 2026.
Compared with the provisional version, the official regulations introduce significant revisions, including an updated case quality assessment system that classifies review results into four tiers: excellent, qualified, basically qualified, and unqualified.
Notably, the official document also introduces new provisions on case quality analysis, requiring procuratorates at all levels to establish and improve a systematic mechanism for evaluating case quality. This system will be implemented based on issues identified through case quality inspections and reviews, typical cases, and review outcomes, with the aim of institutionalizing regular case quality review and analysis and continuously enhancing the overall quality of case handling.
