Zhang Xueqiao meets with delegation from Russian Prosecutor General's Office

Zhang Xueqiao, Deputy Prosecutor General of the Supreme People's Procuratorate (SPP) of China, met with a delegation from the Prosecutor General's Office of the Russian Federation in Beijing on Jan 20.

Zhang extended a warm welcome to the Russian delegation on behalf of the SPP. He noted that the year 2026 marks the 30th anniversary of the establishment of the China-Russia comprehensive strategic partnership of coordination for a new era and the 25th anniversary of the signing of the China-Russia Treaty of Good-Neighborliness and Friendly Cooperation.

Zhang pointed out that in recent years, judicial exchanges and cooperation between the procuratorial organs of the two countries have continued to deepen. A number of bilateral cooperation documents have been signed, and high-level mutual visits and joint training programs have been held for three consecutive years, further enriching the scope of their friendly cooperation.

Zhang also briefed the delegation on the progress of informatization within Chinese procuratorial organs. He explained that after more than three decades of development, China has established a unified digital network covering more than 3,600 procuratorates at four administrative levels nationwide, which enables online case handling across the entire process and supports data sharing and operational collaboration with other political and legal as well as administrative bodies. Through this network, Chinese procuratorates at all levels, including the SPP, can conduct real-time digitalized case management throughout the entire case handling process including generating statistical data, analyzing case trends, and evaluating case quality, he said.

Zhang added that the development and application of big data legal supervision models have facilitated systematic and comprehensive coverage across various operational scenarios related to the four major procuratorial functions of Chinese procuratorates. 

The Russian delegation expressed appreciation for Zhang's warm reception. They said they hoped to draw on China's experience through this exchange to advance the technological development and improve the quality and efficiency of case handling within the Russian procuratorial system, with the aim of jointly advancing bilateral pragmatic cooperation in the field of legal informatization to new heights.
