SPP holds symposium with non-Communist parties, ACFIC and personages without party affiliation to solicit opinions

On Jan 21, the Supreme People's Procuratorate (SPP) holds a symposium with leaders from the central committees of non-Communist parties and the All-China Federation of Industry and Commerce, as well as representatives of personages without party affiliation, to solicit opinions and suggestions on the SPP's work report and procuratorial work.

On Jan 21, the Supreme People's Procuratorate (SPP) held a symposium with leaders from the central committees of non-Communist parties and the All-China Federation of Industry and Commerce (ACFIC), as well as representatives of personages without party affiliation.

Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the SPP, listened to participants' opinions and suggestions on the SPP's work report and procuratorial work, and exchanged views on further enhancing procuratorial work.

Ten participants, including leaders from the central committees of eight non-Communist parties and the All-China Federation of Industry and Commerce, as well as one representative of personages without party affiliation, deliver speeches.

During the meeting, participants shared their insights, including Gu Zhenchun, Vice-Chairperson of the Central Committee of the Revolutionary Committee of the Chinese Kuomintang; Zhang Daohong, Vice-Chairperson of the Central Committee of the China Democratic League; Sun Dongsheng, Vice-Chairperson of the Central Committee of the China National Democratic Construction Association; Gao Youdong, Vice-Chairperson of the Central Committee of the China Association for Promoting Democracy; Jiao Hong, Vice-Chairperson of the Central Committee of the Chinese Peasants and Workers Democratic Party; Cao Hongming, Vice-Chairperson of the China Zhi Gong Party Central Committee; Liu Zhengkui, Vice-Chairperson of the Jiu San Society Central Committee; Jiang Liping, Vice-Chairperson and Secretary-General of the Central Committee of the Taiwan Democratic Self-Government League; Fang Guanghua, Vice-Chairperson of the ACFIC; and Chang An, a representative of personages without party affiliation.

They fully acknowledged the achievements in procuratorial work and the SPP's overall performance over the past year and expressed general approval of the draft SPP work report. Based on research and surveys, they put forward opinions and suggestions for revising and improving the report and enhancing procuratorial performance.

Ying listened attentively to the views expressed, gave a detailed account of how the 35 suggestions raised at last year's symposium had been handled, and responded to concerns through discussions with the participants.

Ying said that consultative democracy is an important institutional design through which the Party leads the people in governing the country effectively, ensures the people's role as masters of the State, and is a unique form and distinctive advantage of China's socialist democratic politics.

He spoke highly of the valuable inputs given by non-Communist parties, the ACFIC, and personages without party affiliation, noting that their opinions and suggestions play a significant role in promoting scientific decision-making in procuratorial work and advancing the procuratorial cause under the Party's leadership.

Ying stressed that procuratorial organs should firmly uphold the principle that "those who exercise supervision must also accept supervision," continue to strengthen internal oversight, and consciously accept supervision from all sectors of society, including democratic oversight. He called on procuratorates to continue efforts in handling every case with high quality and efficiency, and to better fulfill the duties of national legal supervision bodies, so as to serve the overall development of the country, administer justice for the people, and advance the rule of law.

Moving forward, Ying expressed hope that non-Communist parties, the ACFIC, and personages without party affiliation would continue to integrate support with supervision and offer both oversight and valuable suggestions, so as to build consensus and jointly promote high-quality development of procuratorial work. This, he said, will contribute to building a peaceful and law-based China at a higher level.

He pledged that procuratorates will deepen the practice of whole-process people's democracy, strengthen communication and collaboration with non-Communist parties, the ACFIC, and personages without party affiliation, and fully integrate consultative democracy into all aspects through the entire process of procuratorial work. These efforts, Ying noted, help create favorable conditions for non-Communist parties, the ACFIC, and personages without party affiliation to participate in deliberating and administering State affairs and supervising procuratorial performance.

Ma Lihuai, deputy head of the United Front Work Department of the CPC Central Committee, attended the meeting. Ge Xiaoyan, a member of the Party Leadership Group and Deputy Prosecutor General of the SPP, presided over the symposium and gave a briefing on procuratorial work in 2025.

Also present were senior SPP officials including Liu Zhao, Zhang Xueqiao, Miao Shengming, and Shi Weizhong, as well as leading officials from the United Front Work Department of the CPC Central Committee, the central committees of non-Communist parties, the ACFIC, and relevant SPP departments.
