On Jan 13, the Supreme People's Procuratorate (SPP) held its first expanded meeting of the Procuratorial Committee for 2026 to conduct a dedicated review and assessment of the quality and efficiency of case handling by procuratorial authorities nationwide in 2025. This marks the third consecutive year that the SPP has made case-handling performance the central focus of its first Procuratorial Committee meeting of the year.
Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the SPP, chaired the meeting and delivered a speech.
The case-handling performance analysis report shows that in 2025, procuratorial organs nationwide remained firmly focused on their core responsibility of legal supervision and fully exercised all procuratorial functions in accordance with the law. They implemented the criminal policy of tempering justice with mercy in a comprehensive and precise manner, resolutely safeguarded national security, social stability and public safety, and actively contributed to high-quality economic and social development.
By upholding the principle of administering justice for the people and effectively promoting strict law enforcement and impartial justice, procuratorial authorities, through high-quality performance of their duties, contributed to both sustained economic growth and long-term social stability.
The SPP has advanced high-quality case handling in tandem with high-level management, adhering to the integrated pursuit of quality, efficiency and effectiveness. Case-handling timeframes have continued to be shortened, the system of standards and procedures has been further improved, and procuratorial management has become more scientific and effective, fully bringing into play the exemplary and guiding role of high-quality case handling.
The report also provides focused analysis and indications on issues that merit closer attention and further study.
At the meeting, senior officials of the SPP and members of the Procuratorial Committee spoke in turn, holding in-depth discussions on the case-handling performance analysis report and putting forward suggestions on strengthening and improving their work in light of their respective portfolios and functional areas.
Drawing on the discussions, Ying stressed the need to further establish a correct understanding of high-quality case handling, uphold the principle of handling every case to high standards, and adhere to the fundamental procuratorial value of ensuring that the people feel fairness and justice in every judicial case.
He called for further improving the institutional and regulatory framework for high-quality case handling, and for strengthening legal supervision in terms of statutory powers and responsibilities, procedural rules and case-handling standards.
He also underscored the need to enhance scientific procuratorial management, improve and implement the judicial accountability system, and make coordinated use of such measures as performance analysis, case quality inspection and review, judicial accountability, and personnel assessment, so as to ensure that every link in the case-handling process is effectively managed and subject to checks and oversight, thereby better safeguarding and promoting high-quality case handling through high-level management.
