The 2025 Annual Conference of the Public Interest Litigation Procuratorial Committee of the Association of Procuratorial Science under the China Law Society was held on Nov 13 in Ganzhou, East China's Jiangxi province.
Zhang Xueqiao, Deputy Prosecutor General of the Supreme People's Procuratorate (SPP), addressed the conference.
Zhang highlighted the Recommendations of the Central Committee of the Communist Party of China for Formulating the 15th Five-Year Plan for Economic and Social Development adopted at the fourth plenary session of the 20th Central Committee of the Communist Party of China (CPC), noting that procuratorial bodies should conduct stronger supervision and step up their efforts in the sphere of public interest litigation.
He stressed the importance of adhering to the correct direction in developing a self-reliant knowledge system for procuratorial public interest litigation.
Zhang emphasized the need to integrate theory with practice, and enhance both theoretical research and practical exploration in establishing a self-reliant knowledge system for procuratorial public interest litigation, with a focus on its justiciability. He called for developing a new theoretical framework to explain the operational patterns of procuratorial public interest litigation, and to demonstrate its unique institutional value.
Zhang urged efforts to resolve tough problems through high-quality and efficient case handling and to continuously promote high-quality legislation in procuratorial public interest litigation.
The event was addressed by Huang Xizhong, a member of the Standing Committee of the CPC Jiangxi Provincial Committee and Secretary of the CPC Ganzhou Municipal Committee. It was attended by Ding Shunsheng, Chief Prosecutor of the Jiangxi Provincial People's Procuratorate, and Xia Keqin, Chief Prosecutor of the Xizang Autonomous Regional People's Procuratorate.
Other participants included deputies to the National People's Congress (NPC) Jin Baokang, Hui Fenglian, Qiu Lianchang and Peng Cong.
Also present were officials from the NPC's Supervisory and Judicial Affairs Committee, the Legislative Affairs Commission of the NPC Standing Committee, the Supreme People's Court, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Water Resources, the State Administration for Market Regulation, and the National Cultural Heritage Administration.
Experts and scholars from theoretical research bases on procuratorial public interest litigation nationwide, along with personnel from the public interest litigation procuratorial divisions of the SPP and provincial-level procuratorates, were also present.
The conference announced the award-winning papers from the 2024 annual conference and elected new vice-chairpersons, advisors, and members of the Public Interest Litigation Procuratorial Committee.
