Draft law on procuratorial public interest litigation solicits public opinions

On Oct 28, the Legislative Affairs Commission of the National People's Congress (NPC) Standing Committee released four draft laws, including the draft law on procuratorial public interest litigation, for public opinions.

The initiative aims to solicit opinions from various sectors of society, foster legislative consensus, and enhance the quality of legislation. The public can submit their opinions via the NPC's official website (www.npc.gov.cn) or the National Database of Laws and Regulations (flk.npc.gov.cn) before Nov 26, 2025.

The draft law on procuratorial public interest litigation, first reviewed at the 18th session of the 14th NPC Standing Committee on Oct 24, consists of six chapters and 53 articles, detailing its provisions on the scope, principles, authority structure, and procedures of procuratorial public interest litigation.

Since the establishment of the procuratorial public interest litigation system, significant achievements have been made in practice. The draft law aims to consolidate the effective practices and innovative achievements in the past decade, further enhance both the quality and efficiency of procuratorial public interest litigation, and strengthen the protection of national and social public interests.
