Ying Yong, Chief Grand Prosecutor and Prosecutor General of the Supreme People's Procuratorate (SPP) of China, met with the delegation heads attending the China-Africa Prosecutorial Cooperation Forum in Guangzhou, South China's Guangdong province, from Oct 27 to 28.

Extending a warm welcome to the delegation heads at the forum, Ying noted that China and African countries enjoy a time-honored friendship guided by the principle of sincerity, real results, amity and good faith, serving as an example of solidarity and cooperation among developing countries. He said the two sides have deepened cooperation across the board under the strategic guidance of President Xi Jinping and African leaders in recent years, noting that cooperation in the law enforcement and judicial fields is an important component of China-Africa friendship. The procuratorial organs of both sides have maintained frequent communication, and supported each other, achieving a series of practical outcomes.
Ying briefed the delegation heads on China's progress in the rule of law and procuratorial work, stating that comprehensive law-based governance is a constitutional principle of China and a fundamental strategy of the Communist Party of China (CPC) in governing the country.
As the country’s legal supervisory organs and judicial bodies ensuring the unified and correct implementation of national laws, China's procuratorial organs are, under the CPC’s leadership, conscientiously implementing the guiding principles of the 20th CPC National Congress and its plenary sessions, fulfilling their legal supervision in accordance with the law, and continuously advancing the procuratorial practice of Xi Jinping Thought on the Rule of Law, so as to serve Chinese modernization through high-quality procuratorial efforts, said Ying.
Ying noted that Chinese procuratorial organs are willing to work with their African counterparts to jointly implement the important consensus reached by Chinese and African leaders, deepen exchanges and mutual learning, and enhance cooperation in areas such as combating transnational crime, corruption-related crimes and organized crime, judicial assistance in criminal matters, extradition and repatriation of criminals, protecting the legitimate rights and interests of investors, exchanges and training of procuratorial personnel, and the application of information technology in procuratorial work.
These efforts are aimed at safeguarding the sovereignty, security, and development interests of the respective nations and delivering greater benefits to the people of China and Africa, he emphasized.
The delegations’ heads expressed appreciation for the consistent and valuable support and assistance provided by China, and their admiration for the achievements of China in its modernization drive, rule of law development, and procuratorial work. They agreed that the forum, hosted by the SPP, is of great significance in helping African and Chinese procuratorial organs better leverage their procuratorial functions and jointly serve their countries' modernization efforts.
They expressed the hope to learn from China's judicial and procuratorial practices, and enhance friendly exchanges and pragmatic cooperation with the SPP in combating transnational crime, safeguarding public interests, judicial assistance in criminal matters, high-level visits between procuratorial organs, exchanges and training of prosecutors, and development of digital prosecution.
Such efforts, they emphasized, aimed to jointly enhance judicial capabilities, and create a secure and stable social environment and a fair and just legal environment for their respective national modernization endeavors.
During the meetings, the SPP and the Egyptian Public Prosecution Office signed a cooperation plan for 2026-27.
Feng Jian, Chief Prosecutor of the Guangdong Provincial People's Procuratorate, and other officials attended the meeting.
