SPP holds first national training on regularized crackdown on organized crime

The Supreme People's Procuratorate (SPP) recently held a national training session on the regularized crackdown on organized crime and criminal gangs at its Procuratorial Technical Support Center in Beidaihe, North China's Hebei province.

This is the first specialized training session of its kind organized by the SPP since the Central Committee of the Communist Party of China decided in January 2021 to carry out such crackdown as a regular initiative.

The seven-day training featured a curriculum centered on practical application, including lectures, case-sharing sessions, and thematic discussions. Officials from the SPP and the Anti-Organized Crime Office of the Ministry of Public Security outlined their work priorities and approaches, analyzing current trends in gang-related crimes and methods for case review.

Professors from Peking University, Tsinghua University, and Shandong University delivered lectures on common procedural challenges in criminal case handling and the identification of organized crimes. Head of the SPP's Anti-Organized Crime Office also presented systematic analyses of typical cases.

Procuratorial experts from provinces including Hunan, Jiangsu, Anhui, and Hubei shared their professional expertise across the entire case handling process, covering working mechanisms for the regularized crackdown, drafting indictments, evidentiary procedures, and court trial strategies. Additionally, eight skilled prosecutors from Liaoning, Fujian, Guangdong and Zhejiang provinces presented insights drawn from handling typical cases.

According to the head of the SPP's Procuratorial Department for General Crimes, since the crackdown on organized crime became a regular practice, the total number of gang-related cases has shown a declining trend, but major, sensitive, and complex cases persist, demanding heightened procuratorial expertise. The training was designed to comprehensively enhance the professional capacity of procuratorial teams and improve the effectiveness of regularized crackdown efforts, the official said.

Moving forward, the SPP will continue to strengthen professional training and talent development for the crackdown campaign, and give full play to the leading role of procuratorial experts and capable prosecutors in guiding the handling of major cases, and conducting research on key topics and professional training.

The session was attended by over 100 participants, including members of the National Procuratorial Expert Pool on Organized Crime, deputy directors from the relevant departments of provincial-level procuratorates, and key frontline personnel.
