Ying Yong delivers a keynote speech on "Artificial Intelligence and Justice: Strategies for Legal Security, Ethics, and International Cooperation", which is the theme of the seventh Meeting of the Heads of Prosecution Services of the BRICS Countries.
The meeting, hosted by the Federal Public Prosecutor's Office of Brazil, focused on the theme of "Artificial Intelligence and Justice: Strategies for Legal Security, Ethics, and International Cooperation". Ying delivered a keynote speech addressing this theme.
In his speech, Ying pointed out that crimes committed using artificial intelligence (AI) are highly deceptive, have broad applications, spread rapidly, and cause widespread harm. Such crimes are internet-based, transnational, covert, and easy to execute, which makes the technological confrontation more intense, and poses new challenges for crackdown and evidence collection, Ying noted. They also bring new challenges to social stability, economic development, human rights protection, and social ethics, he added.
He underscored the critical urgency for the international community to strengthen exchanges and cooperation in AI development and governance.
Ying emphasized that China attaches great importance to AI development and governance, noting that China has enacted relevant laws and regulations and is advancing scientific and technological innovation, industrial growth, and the development of the rule of law in a coordinated manner. Chinese procuratorial organs have integrated into the building of a digital China, vigorously implemented the digital prosecution strategy, and fully performed their legal supervision duties in accordance with the law, Ying said. They are working to support the sound development and regulated application of AI, while actively applying AI to enhance judicial efficiency, he added.
Ying further noted that Chinese procuratorial organs have been strictly addressing crimes facilitated by AI technologies, and promoting AI governance at the source in coordination with relevant departments in judicial case handling. They enhanced judicial case handling using technologies such as AI while ensuring these technologies serve as support tools, so as to safeguard judicial fairness and credibility, Ying said.
He added that Chinese procuratorial organs have promoted exchanges, mutual learning, cooperation and sharing, and strengthened communication with their global counterparts, actively promoting AI-related procuratorial collaboration.
Ying said that Chinese procuratorial organs are ready to work together with their counterparts from other BRICS countries to implement the BRICS Leaders' Statement on the Global Governance of Artificial Intelligence, uphold the BRICS spirit, deepen exchanges and cooperation, and contribute more significantly to the global development and governance of AI.
He proposed three areas of effort: first, strengthening law enforcement and judicial cooperation to jointly address data security threats and combat cross-border crimes; second, enhancing research on legal issues to improve AI-related laws, regulations, and ethical norms based on domestic legal framework and international mechanisms, thereby protecting innovation in AI technologies and promoting industrial development; and third, building professional capacity by sharing practical experience in applying AI in judicial work, collaborating on professional training and talent cultivation, and improving the quality and efficiency of AI-related law enforcement and judicial work.
All parties signed the Joint Declaration of the Seventh Meeting of the Heads of Prosecution Services of the BRICS Countries, reaching an important consensus on improving AI legal systems, strengthening cooperation on the application of AI in judicial and procuratorial work, and enhancing experience sharing and professional training.
