The Supreme People's Procuratorate (SPP) held a multilingual thematic presentation on foreign-related prosecution on Aug 27, along with the graduation ceremony for the second session of the training program for foreign-related legal professionals.
Tong Jianming, First Deputy Prosecutor General of the SPP, attended the event. He emphasized that procuratorial organs must enhance their capabilities in foreign-related prosecution to serve high-level opening-up with high-quality foreign-related procuratorial services by coordinating domestic and international situations and balancing development and security.
Tong highlighted that procuratorial organs should focus on advancing Chinese modernization and comprehensively strengthen foreign-related prosecution to provide legal safeguards for promoting high-level opening-up.
Procuratorial organs should make greater efforts to safeguard national sovereignty, security and development interests, crack down on crimes that endanger national security in accordance with the law, and consistently foster a world-class, market-oriented and law-based business environment, he said.
Tong called for handling each foreign-related case with high quality and efficiency, strictly adhering to legal procedures and impartial justice, and ensuring that fairness and justice in case handling are unified in terms of quality, efficiency, and effectiveness.
He added that efforts should be made to expand procuratorial exchanges and cooperation both internationally and regionally, including with neighboring countries, which will help foster a comprehensive, in-depth, multi-channel framework for judicial exchange and cooperation.
Tong also underscored that strengthening the team of foreign-related procuratorial professionals is a fundamental basis and guarantee for effective foreign-related prosecution work.
Procuratorial organs should reinforce top-level planning and long-term strategies to ensure the effective transformation of training achievements in foreign-related legal talent, he noted.
By enhancing the comprehensive capabilities of foreign-related procuratorial teams, deepening research on international law, regional and national legal systems and procuratorial systems, and improving the cultivation and utilization mechanisms for foreign-related procuratorial talents, procuratorial organs can build a team with a firm political stance, strong professional competence, high proficiency in international rules and expertise in foreign-related legal practice, Tong noted.
During the graduation ceremony, two representatives from the SPP and 10 prosecutors engaged in foreign-related procuratorial work from local procuratorates gave thematic presentations based on their work experiences. The presentations were delivered in multiple languages, including English, French, Russian, Spanish, German, Japanese, Mongolian, and Vietnamese. Experts from the Department of Asian Affairs of the Ministry of Foreign Affairs and the School of Foreign Studies at China University of Political Science and Law were invited to attend the event.
