At the invitation of the Supreme People's Procuratorate (SPP) of China, a delegation of 15 prosecutors from Kyrgyzstan, headed by Toktakunov Kumalbek, Deputy Director of the Department for Supervision of Litigation and Execution of Judicial Decisions of the Prosecutor General's Office of Kyrgyzstan, recently participated in a training program at the Heilongjiang Branch of the National Prosecutors College of China.
The program was designed to serve China's major-country diplomacy and support China-Kyrgyzstan Belt and Road cooperation, while deepening exchanges and cooperation between the procuratorial organs of the two countries. The training course lasted 13 days in Northeast China's Heilongjiang province, including 11 days of lectures, with 12 thematic lectures and 11 on-site teaching sessions.
Focusing on the practice of procuratorial work in the new era, the program highlighted the proactive measures taken by Chinese procuratorial authorities in safeguarding national security, serving high-quality development, and protecting public interests. It provided Kyrgyz prosecutors with a more direct understanding of the Chinese procuratorial system and fostered the global reach of Chinese legal culture.
During the training program, Kyrgyz prosecutors were invited to deliver thematic lectures on topics such as the prosecution system of Kyrgyzstan, public interest litigation and the application of big data in legal supervision. Prosecutors from the Heilongjiang Provincial People's Procuratorate engaged in joint study sessions with their counterparts from Kyrgyzstan, exchanging views and practices in areas including anti-corruption, combating telecom and cyber crimes, and exploring criminal and civil legal supervision, as well as digital prosecution.
In addition to the in-house lectures, the delegation visited various sites within the province, including the Harbin Planning Exhibition Hall, the Space Museum of Harbin Institute of Technology, the Shenzhen-Harbin Industrial Park, the Tieren Wang Jinxi Memorial Hall, and the Zhalong National Nature Reserve. These visits offered them an immersive experience of China's achievements in urban development, scientific and technological innovation, industrial advancement, and the natural beauty and culture and history of Heilongjiang, showcasing the role of procuratorial organs in supporting the province's high-quality economic and social development.
At the closing ceremony, the head of the Kyrgyz delegation lauded the training program for establishing an effective platform, and sparking great interest among Kyrgyz prosecutors in China's innovative procuratorial practices in relevant fields.
Upon returning to their home country, the Prosecutor General's Office of Kyrgyzstan sent a letter expressing gratitude for the professionalism, openness, and warm hospitality of the Chinese hosts, along with a sincere hope for further strengthening professional exchanges and communication between the two countries.
