SPP launches 2025 interprovincial circuit procuratorial inspection

The Supreme People's Procuratorate (SPP) held a mobilization and deployment meeting in Tianjin on Aug 25 to launch the interprovincial circuit procuratorial inspection of the year. Miao Shengming, a member of the SPP's Party Leadership Group and Deputy Prosecutor General, attended the meeting and delivered a speech.

Miao emphasized the need to fulfill the duties of circuit procuratorial inspection in accordance with the law, ensuring the thorough implementation of the principle of "handling every case with high quality and efficiency". He called for further improvements to the criminal enforcement supervision mechanism featuring "stationing + circuit + technology", accurately understanding the functions and responsibilities of circuit procuratorial inspection, and fulfilling the tasks of the interprovincial circuit procuratorial inspection with high quality and efficiency, so as to set an example for procuratorial organs at all levels to conduct such work.

The circuit procuratorial inspection teams are tasked with conducting comprehensive inspections of regulatory enforcement and penalty execution while focusing on key areas and critical aspects such as prison bullies, contraband control, and smuggling by prison staff, he said.

Miao underscored the importance of the circuit inspection in maintaining national security and social stability as the inspection coincides with several major events.

This initiative marks the largest and most extensive interprovincial circuit procuratorial inspection organized by the SPP to date. For the first time, it will simultaneously conduct inspections of prisons, juvenile correctional facilities, and detention centers across 10 regions, including Hubei and Fujian provinces. The SPP has assembled 10 circuit inspection teams comprising procuratorial officers from Shaanxi, Liaoning, and other regions. The first to sixth teams will focus primarily on the inspection of prisons and juvenile correctional facilities, while the seventh to tenth teams will target detention centers. Each team is expected to conduct on-site inspections for no less than 20 days.

The inspection teams are required to clearly define task lists, schedules, roadmaps, and responsible individuals, focusing on addressing deep-seated issues in regulatory enforcement and penalty execution.

Officials from relevant departments of the Ministry of Public Security and the Ministry of Justice attended the meeting. Guo Hongjing, a deputy to the National People's Congress, Wang Xiaohong, a member of the National Committee of the Chinese People's Political Consultative Conference, and two people's supervisors, An Yilong and Zou Weiwei, also attended the meeting.

The meeting was held both in person and via video link. All members of the circuit procuratorial inspection teams, as well as officials and officers from relevant provincial and municipal procuratorates, public security departments, judicial administrative organs, and prisons, juvenile correctional facilities, and detention centers to be inspected, were present at the meeting.
