Chinese, Brazilian procuratorial authorities hold webinar on river basin governance

Chinese and Brazilian procuratorial authorities held a webinar on river basin governance on Aug 20. The webinar, organized by the International Cooperation Bureau of the Supreme People's Procuratorate (SPP) of China, was attended by Zhang Xueqiao, Deputy Prosecutor General of the SPP; Luiza Cristina Fonseca Frischeisen, Deputy Attorney General of Brazil; Antonio Herman de Vasconcelos Benjamin, Chief Justice of the National High Court of Brazil; and Luciano Furtado Loubet, Chief Prosecutor of the Public Prosecutor's Office of Mato Grosso do Sul and President of the Brazilian Association of Members of the Public Prosecutor's Office for the Environment.

Zhang extended warm congratulations on the successful holding of the webinar on behalf of China's SPP and its Prosecutor General Ying Yong. He highlighted close cooperation between China and Brazil in law enforcement and judicial fields since the establishment of diplomatic relations between the two countries half a century ago, describing the webinar as a pragmatic and meaningful initiative for exchanging procuratorial insights on river basin ecological governance between the two countries.

Noting that the Chinese government attaches great importance to river and lake basin governance, Zhang said Chinese procuratorial organs have adopted a holistic approach to the entire ecosystem and systemic framework of river basin governance. Through public interest litigation, they have addressed challenges such as regional coordination in river and lake governance, and preliminarily formed a "Chinese solution" to the global issue of cross-regional river basin ecological governance, he added.

Zhang called on Chinese and Brazilian procuratorial organs to continue deepening exchanges, and jointly contributing procuratorial wisdom and solutions to global eco-environment governance.

The Brazilian representatives lauded China's leading role in river basin governance through procuratorial public interest litigation, and expressed admiration for the substantial efforts made by Chinese procuratorial organs in this regard. They hoped that both sides would continue to engage in in-depth exchanges and mutual learning, with more profound discussions on the use of technical means in river basin environmental governance.

The webinar, chaired by the head of the SPP's International Cooperation Bureau, concluded with remarks from the head of the SPP's Public Interest Litigation Procuratorial Department. Representatives from the department and the Fourth Coordination and Review Department of the Attorney General's Office of Brazil delivered case analysis and shared their experience in river basin governance.
