SPP highlights progress in handling of NPC deputies' suggestions and CPPCC proposals

The General Office of the Supreme People's Procuratorate holds a video conference to coordinate the liaison work among procuratorial organs, deputies to the National People's Congress and members of the National Committee of the Chinese People's Political Consultative Conference.

On July 18, the Supreme People's Procuratorate (SPP) concluded its work on replying to the suggestions from deputies to the National People's Congress (NPC) as well as the proposals from the National Committee of the Chinese People's Political Consultative Conference (CPPCC) raised during the two sessions in 2025. All the 289 suggestions and proposals were handled within the set timelines, with feedback given to relevant NPC deputies and members of CPPCC National Committee.

This year, the SPP responded to the NPC deputies' suggestions and CPPCC proposals significantly earlier than in previous years, and the quality of the response documents has also noticeably improved, according to the General Office of the SPP.

Accepting supervision from people's congresses in exercising their power and democratic oversight from the CPPCC is an intrinsic requirement for procuratorial organs to practice whole-process people's democracy.

The SPP attaches great importance to the handling of suggestions and proposals. On March 12, it convened an expanded Party Leadership Group meeting, emphasizing high-quality and efficient handling of suggestions from the NPC deputies to ensure that procuratorial power is exercised for the people, supervised by the people, and satisfactory to the people. This requirement was reiterated in a teleconference held by the SPP on March 14 for procuratorial organs nationwide on implementing the guiding principles of the two sessions, where it was stressed that every suggestion and proposal must be handled with high quality and efficiency in accordance with the law.

On April 2, the SPP held a meeting on handling the suggestions of NPC deputies and proposals of CPPCC National Committee members. At the meeting, Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the SPP, pointed out, "Many of the suggestions and proposals undertaken by the SPP this year align closely with the important goals and tasks set by the Communist Party of China Central Committee and are highly consistent with the current and future priorities of our procuratorial work. We must, with a strong political responsibility, ensure that the NPC's supervision is effective throughout the handling of each suggestion in accordance with the law."

Ying's requirement was later reiterated in the work reminder issued by the SPP's General Office on April 8 and during the video conference on liaison work with NPC deputies and CPPCC members on April 16, serving as a guiding principle throughout the entire handling process.

The SPP handled a total of 289 suggestions and proposals this year, including 213 suggestions from NPC deputies and 76 proposals from CPPCC members. Among them, 55 were mainly handled by the SPP, 198 were handled by the SPP in collaboration with other authorities, and 36 were for reference only.

Issues related to serving and safeguarding people's livelihoods received the most attention from NPC deputies and CPPCC members, with 68 suggestions and proposals on this topic put forward. These included establishing a graded intervention and correction mechanism for juvenile delinquency, advancing the construction of specialized schools, enhancing the protection of the rights and interests of women and the elderly, and strengthening the protection of the rights and interests of workers and specific groups.

The second most frequently raised issues were those related to supporting high-quality economic and social development, with 43 suggestions and proposals, focusing on promoting the building of a law-based business environment, supporting the development of the financial sector, protecting the legitimate rights and interests of enterprises and entrepreneurs, and strengthening judicial protection of intellectual property rights.

Third on the list were 40 suggestions and proposals on improving legal provisions and formulating judicial interpretations, including incorporating procuratorial hearings into the Criminal Procedure Law, amending and improving the Criminal Procedure Law to enhance the quality and efficiency of disposing of criminal-related assets, and revising the Administrative Procedure Law to improve the administrative litigation system.

Suggestions and proposals on enhancing legal supervision over litigation activities and strengthening public interest litigation procuratorial work each numbered 32. The former included strengthening supervision over criminal case filing and investigation activities, civil enforcement, penalty execution and regulatory activities, and enhancing judicial appraisal. The latter included accelerating the legislative process of procuratorial public interest litigation, improving the management mechanism for compensation funds in ecological and environmental public interest litigation, and strengthening public interest litigation efforts in key areas such as the protection of cultural relics and heritage.

There were 30 suggestions and proposals related to maintaining social stability and promoting the Peaceful China Initiative, covering combating cybercrimes such as telecom and online fraud, and promoting comprehensive governance of public security and dispute resolution. Additionally, there were 23 suggestions and proposals on procuratorate capacity-building and 21 on other aspects.

The SPP highlights communication as a crucial step in handling the suggestions and proposals, aiming to build consensus and solve problems through extensive consultations and collaborative discussions.

High-quality written responses are vital in effectively handling the suggestions and proposals. When drafting and reviewing the responses, prosecutors tailor their responses by considering the personal background and professional experience of each NPC deputy and CPPCC member, delivering customized replies.

An official from the SPP's General Office stated that through communication with NPC deputies and CPPCC members, the SPP learned that while explaining the ongoing work in response documents is important, deputies and members are more concerned about the SPP's future work plans. The SPP focuses on turning positive suggestions into actionable plans, highlighting the "next steps" based on the suggestions.

Every suggestion and proposal reflects the voice of the people, and every reply is procuratorial organs' answer to these calls. The SPP respects and values the insights of NPC deputies and CPPCC members, transforming their trust into a driving force for upholding justice for the people. Procuratorial organs build consensus on the rule of law with NPC deputies and CPPCC members through constructive interactions, ensuring that the procuratorial work progresses steadily on the path of fairness and justice in the long run.
